Albany, NY – On May 23 at approximately 10:48 p.m., State Police stopped a vehicle on I-787 for multiple traffic violations. The driver of the vehicle, Walter O. Rivers, 40, and his passenger, Charisma Hill, 26, both of Troy, were found to be in possession of more than 80 grams of cocaine and a small quantity of marijuana. Rivers and Hill were transported and processed at SP Albany.

Rivers was subsequently charged with:

  • Criminal Possession of a Controlled Substance in the 3rd Degree; a Class B Felony
  • Criminal Possession of a Controlled Substance in the 3rd Degree: Intent to Sell; a Class B Felony
He was arraigned before the City of Albany Court and remanded to the Albany County Jail without bail.

Hill was subsequently charged with:

  • Criminal Possession of a Controlled Substance in the 3rd Degree; a Class B Felony
  • Criminal Possession of a Controlled Substance in the 3rd Degree: Intent to Sell; a Class B Felony
  • Unlawful Possession of Marijuana; a Violation
She was arraigned before the City of Albany Court and remanded to the Albany County Jail in lieu of $10,000 cash bail.
