state-police-seal-150x150On September 25, 2016, at approximately 3:35 p.m., State Police stopped a vehicle on I-87 for a speeding violation.  The driver of the vehicle, Francois J. was found to be driving on a suspended license and in possession of 12 forged credit cards.  His passenger, Josnel J. Balan, 30, of was found to be in possession of marijuana and an additional 10 forged credit cards. They were taken into custody, transported, and processed at SP Albany.


Souna was subsequently charged with:

  • Possession of a Forged Instrument in the 2nd degree; a Class D Felony
  • Possession of a Forged Instrument in the 3rd degree; a Class A Misdemeanor
  • Aggravated Unlicensed Operation in the 3rd degree; a Misdemeanor
  • Multiple Vehicle and Traffic Violations

He was arraigned before the Town of Bethlehem Court and remanded to the Albany County Jail in lieu of $25,000 cash bail to reappear on September 28, 2016.


Balan was subsequently charged with:

  • Possession of a Forged Instrument in the 2nd degree; a Class D Felony
  • Criminal Possession of Marijuana in the 5th degree; a Class B Misdemeanor
He was arraigned before the Town of Bethlehem Court and remanded to the Albany County Jail in lieu of $25,000 cash bail to reappear on September 28, 2016.
