New York State Police Superintendent George P. Beach II has appointed Major Philip T. Rougeux, 57, of Oneida, as the 29th Troop Commander of Troop D.

Major Rougeux began his career with the State Police on March 31, 1986 when he entered the New York State Police Academy.  Major Rougeux has served most of his career in Central New York.

In 1992, he was promoted to sergeant and spent a year on Long Island, Troop L before coming back to Troop D in 1993. In October of 1995, he was promoted to station commander in Sylvan Beach and then promoted to zone sergeant in January 1997 at SP Marcy.

After working as a sergeant for twelve years, Major Rougeux was promoted to lieutenant in August 2003 and was assigned to Division Headquarters in Albany and after 1 year, was transferred back to Troop D and assigned as assistant zone commander at SP North Syracuse.

In September of 2013, Major Rougeux was appointed to the rank of Captain, and assigned to Troop E headquarters in Canandaigua, where he remained until 2014.  In 2014, he was transferred to the Professional Standards Bureau covering all of Central New York (Troops D, C and Thruway Zone 3)

Major Rougeux grew up in Niagara Falls and is a 1982 graduate of the College of Brockport.  He is married and has two grown children.

Major Rougeux’s appointment to Troop D Commander was effective July 13, 2017. He replaces Major Francis S. Coots who retired in February.  His command covers 7 counties in Central NY which include Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, and Oswego.  Operating from 27 facilities, the men and women of Troop D provide service to 167 towns, 89 villages and 5 cities.
