State Police charged Shane S. Goncalves, 31, Pennellville; and Alicia M. Stevens, 27, Phoenix, with overdriving, torturing and injuring animals; failure to provide proper sustenance under NYS Agriculture and Markets Law, a class “A” misdemeanor.

On Nov. 5, 2017, Goncalves contacted State Police in Fulton to report that his ex-girlfriend, Stevens, had failed to provide food and water to their nine-month-old puppy.

Troopers investigated the residence formerly shared by the couple and discovered the crate reportedly used to house the puppy was full of feces and urine, and there was no observable food or water for the puppy.

Troopers then located Stevens and the dog at her new residence in Phoenix and quickly determined the puppy was emaciated, unresponsive and in medical distress. The Oswego County SPCA immediately arranged for emergency medical intervention for the puppy, but the animal died while help was en route.

Goncalves and Stevens were taken into custody and charged with overdriving, torturing and injuring animals; failure to provide proper sustenance under NYS Agriculture and Markets Law, a class “A” misdemeanor. Both are scheduled to appear in the Town of Schroeppel Nov. 15, 2017, at 5:30 p.m.
