Forty-one people were arrested by members from Troop C for driving while intoxicated or driving while ability impaired by drugs during the month of December.

On Dec. 1, 2019, at approximately 12:01 a.m., state police at Richfield Springs arrested John M. Morton, 22, of Fayetteville, for misdemeanor driving while intoxicated. Troopers stopped Morton for a vehicle-and-traffic law violation while on Main Street in the village of Richfield Springs. Troopers observed Morton displaying several common characteristics associated with impairment. After an investigation, he was arrested for DWI. Morton was arraigned before a judge at Otsego County Central Arraignment and Processing and released on his own recognizance.

On Dec. 3, 2019, at approximately 4:22 p.m., state police at Homer arrested Christine M. Porter, 33, of Oswego, for the misdemeanors of driving while ability impaired (combination of alcohol and drugs), unauthorized use of a motor vehicle and resisting arrest. A trooper was dispatched to a report of a vehicle in the ditch near the Preble Rest Area off Interstate 81. Once Porter was detained, she became increasingly combative while being placed inside the patrol vehicle of a Cortland County Sheriff’s deputy. During the course of the investigation, it was determined that Porter was driving a vehicle that had been reported stolen with the Oswego Police Department. Porter was arrested and later released on appearance tickets. She is to appear in Preble Town Court Jan. 14, 2020.

On Dec. 3, 2019, at approximately 9:26 p.m., state police at Sidney arrested Elizabeth P. Fabricius, 36, of Afton, for misdemeanor aggravated driving while intoxicated with a reportable BAC of .18 percent. Fabricius was stopped on Interstate 88 in the town of Sidney when a trooper initiated a traffic stop for vehicle and traffic violations. While interviewing Fabricius, the trooper observed that Fabricius appeared intoxicated. She was subsequently arrested, processed then released to a sober third party. She was issued tickets to appear in the town of Sidney Court Jan. 9, 2020.

On Dec. 7, 2019, at approximately 2:16 a.m., state police at Binghamton arrested Emily M. Rogers, 22, of Vestal, for misdemeanor aggravated driving while intoxicated. Troopers were dispatched by Broome County 911 to a report of a motor vehicle crash on Interstate 86 in the town of Dickinson. Responding troopers located Rogers in the vehicle and observed that she struck a concrete barrier off the north shoulder of the roadway. They also observed that she was intoxicated. After an investigation, she was arrested. Her reportable BAC was .18 percent. Rogers was processed and released on appearance tickets to the town of Dickinson Court Jan. 9, 2020.

On Dec. 7, 2019, at approximately 6 a.m., state police at Oneonta arrested Steven S. Haney, 44, of Franklin, for misdemeanor aggravated driving while intoxicated with a reportable BAC of .18 percent. Troopers were dispatched by Delaware County 911 to a report of a vehicle blocking the roadway in the area of Van Tassel and Otego Roads in the town of Franklin. The troopers observed Haney in the running vehicle and sleeping in the driver’s seat. Troopers were able to wake Haney and also observed that he was impaired. Haney failed standardized field sobriety tests and was subsequently arrested. Haney was processed and released on appearance tickets to the town of Franklin Court Dec. 12, 2019.

On Dec. 7, 2019, at approximately 6:44 a.m., state police at Binghamton arrested Brennan A. Pedley, 26, of Union, for misdemeanor driving while intoxicated. Troopers were dispatched by Broome County 911 to a report of a property damage accident on Carl Street at West Avenue in the town of Union. An investigation revealed that Pedley struck a pole then left the scene. Troopers located Pedley at a residence in the town of Union, and he was arrested. His reportable BAC was .08 percent. He was processed then released on appearance tickets to the town of Union Court Dec. 17, 2019.

On Dec. 7, 2019, at approximately 11:15 a.m., state police at Sidney arrested Gary L. Jennings Jr., 38, of Unadilla, for the felony of aggravated driving while impaired by drugs with child as passenger (Leandra’s Law). A trooper was dispatched by Otsego County 911 to a report of a one-car rollover on State Route 7 near State Route 357. The trooper discovered that Jennings was operating the vehicle and had a 1-year-old in the vehicle with him when he crashed. Jennings and the child were transported to A.O Fox Hospital for observation and were released. Jennings was then processed and released on appearance tickets to the town of Unadilla Court Dec. 16, 2019.

On Dec. 7, 2019, at approximately 11:40 p.m., state police at Binghamton arrested Damian T. Sirko, 42, of Vestal, for misdemeanor aggravated driving while intoxicated. A trooper traveling on Hooper Road in the town of Union observed Sirko operating a vehicle that made several traffic infractions and initiated a traffic stop. After Sirko failed standardized field sobriety tests, he was arrested. His reportable BAC was .20 percent. Sirko was processed and released on appearance tickets returnable to the town of Union Court Dec. 17, 2019.

On Dec. 8, 2019, at approximately 2:30 a.m., state police at Binghamton arrested Bohdan W. Morelock, 39, of Johnson City, for the felony of driving while intoxicated (previous conviction within 10 years). A trooper observed the vehicle Morelock was operating on Upper Court Street in the town of Kirkwood make several vehicle and traffic violations and initiated a traffic stop. After an investigation, he was arrested. Morelock’s BAC was .10 percent. He was processed and later transferred to Broome County Central Arraignment and Processing.

On Dec. 8, 2019, at approximately 6:20 a.m., state police at Sidney arrested Peter M. Maguire, 65, of East Meredith, for misdemeanor driving while ability impaired by drugs. Troopers were dispatched to the Mirabito Gas Station in the town of Bainbridge after employees had observed Maguire stumble out of a vehicle and then sit at a table and fall asleep. After an investigation, Maguire was arrested then released on appearance tickets to the town of Bainbridge Court Jan. 7, 2020.

On Dec. 8, 2019, at approximately 9:15 p.m., state police at Binghamton arrested David K. Myrick, 59, of Chenango, for misdemeanor driving while intoxicated. A trooper was dispatched by Broome County 911 to a report of a vehicle off the roadway and in a snow bank near Knapp Road in the town of Nanticoke. Both occupants of the vehicle were not injured but the trooper observed that Myrick appeared intoxicated. After an investigation, Myrick was arrested; his reportable BAC was .15 percent. He was issued appearance tickets to the town of Nanticoke Court Jan. 13, 2020.

On Dec. 8, 2019, at approximately 11:47 p.m. state police at Binghamton arrested William P. Bonsell, 62, of Conklin, for misdemeanor driving while intoxicated. A trooper checked on a disabled vehicle on Conklin Road in the town of Conklin when he discovered that Bonsell was behind the wheel and intoxicated. After an investigation, he was arrested; his reportable BAC was .17 percent. Bonsell was issued appearance tickets to the town of Conklin Court Dec. 18, 2019, and released to a sober third party.

On Dec. 9, 2019, at approximately 6:22 p.m., state police at Homer arrested Elaine A. White, 63, of Cincinnatus, for misdemeanor driving while intoxicated. A trooper was dispatched by Cortland County 911 to a report of a one car crash on Telephone Road in the town of Taylor. A trooper observed White’s vehicle in a ditch and also saw that she appeared impaired. After failing standardized field sobriety tests, White was arrested. She was issued appearance tickets to the town of Taylor Court Dec. 18, 2019, and released to a sober third party.

On Dec. 9, 2019, at approximately 7:45 p.m., state police at Binghamton arrested James C. Hall, 36, of Triangle, for misdemeanor aggravated driving while intoxicated. A trooper was dispatched by Broome County 911 to a report of a vehicle off the road on Pendell Hill Road in the town of Nanticoke. Responding troopers observed the vehicle Hall was operating was in a ditch. They also observed that Hall appeared intoxicated. After an investigation, he was arrested for DWI. His reportable BAC was .20 percent. He was subsequently released to a sober third party and was directed to appear in the town of Nanticoke Court Dec. 19, 2019.

On Dec. 10, 2019, at approximately 3:30 a.m., state police at Endwell arrested Adam M. Starr, 22, of Hallstead, for misdemeanor driving while intoxicated. Troopers traveling on State Route 17 in the town of Union stopped to check on a vehicle disable on the side of the road. They observed that the vehicle registration was expired and wanted to check on the driver. They further discovered that Starr was operating the vehicle, and he was impaired. After an investigation, he was arrested; his reportable BAC was .16 percent. Starr was processed then transported to Broome County Central Arraignment and Processing. He was issued appearance tickets to the town of Union Court Jan. 14, 2020.

On Dec. 10, 2019, at approximately 3:23 p.m., state police at Oneonta arrested Kathleen C. Clark, 41, of Cooperstown, for misdemeanor aggravated driving while intoxicated with a reportable BAC of .19 percent. A trooper was dispatched by Otsego County 911 to a car that struck a NYSEG pole on County Road 34 in the town of Westford. Clark was not injured. While interviewing Clark, the trooper detected that Clark was intoxicated. After an investigation, she was arrested then processed. Clark was issued appearance tickets to the town of Westford Court Jan. 7, 2020.

On Dec. 10, 2019, at approximately 11:51 p.m., state police at Binghamton arrested Cheryl L. Valentine, 54, of Apalachin, for misdemeanor driving while intoxicated. Troopers observed Valentine make a traffic infraction while on Park Manor Boulevard in the town of Union and initiated a traffic stop. After an investigation, troopers determined Valentine was impaired and she was arrested. Her reportable BAC was .14 percent. She was processed and released on appearance tickets to the town of Union Court Dec. 17, 2019.

On Dec. 13, at approximately 10:55 p.m., state police at Homer arrested Robert A. Ross, 52, of McGraw, for misdemeanor driving while intoxicated. A trooper was dispatched to a report of a car off the road on East River Road. The trooper located Ross’s vehicle off the roadway near East River and Cheningo Roads in Truxton. While investigating the incident, Ross returned to the scene and he was subsequently arrested. His reportable BAC was .10 percent. Ross was processed and issued appearance tickets to the town of Truxton Court Jan. 22, 2020, then turned over to a sober third party.

On Dec. 14, 2019, at approximately 8:15 a.m., state police at Oneonta arrested Peter M. Maguire, 65, of East Meredith, for misdemeanor driving while ability impaired by drugs. Troopers were dispatched by Delaware County 911 to a report of an unconscious male parked in a gas station parking lot on State Highway 23 in the town of Davenport. Store employees became concerned when they saw the vehicle parked in the area for several hours. Troopers located Maguire in the driver’s seat with his keys in the ignition. After an investigation and failing standardized field sobriety tests, Maguire was arrested. He was arraigned in the town of Harpersfield court and released on his own recognizance. Maguire was scheduled to appear in the town of Davenport Court Dec. 24, 2019.

On Dec. 14, 2019, at approximately 8:12 p.m., state police at Marathon arrested Patrick W. Race, 32, of Homer, for misdemeanor driving while intoxicated. Troopers responded to an accident on Texas Valley Road in the town of Marathon. An investigation revealed that Race was driving on Carter Slocum Road when he slid across Texas Valley Road and came to rest against a house. Troopers did determine that Race was intoxicated and after an investigation, he was arrested. His reportable BAC was .12 percent. Race was later released on appearance tickets to the town of Marathon Court Jan. 15, 2020, then released to a sober third party.

On Dec. 14, 2019, at approximately 10:15 p.m., state police at Endwell arrested Jayshowna S. Smith, 29, of Endicott, for misdemeanor driving while ability impaired by drugs. Troopers on patrol heard several 911 transmissions of a vehicle with driving on North Street with no headlights. While monitoring traffic, troopers located the vehicle described in the 911 complaints and it still did not have its headlights illuminated. Troopers initiated a traffic stop and observed Smith to be impaired. After an investigation, she was arrested. Smith was processed and released on an appearance ticket to the village of Endicott Court Jan. 8, 2020.

On Dec. 20, 2019, at approximately 11:14 p.m., state police at Homer arrested Gregory A. Bergey, 35, of Skaneateles, for misdemeanor driving while intoxicated. His reportable BAC was .12 percent. A trooper observed Bergey make a few traffic infractions while near the intersection of State Route 281 and Kinney Gulf Road in the town of Cortlandville and initiated a traffic stop. After an investigation, Bergey was arrested. He was processed and released on appearance tickets to the town of Cortlandville Court Jan. 20, 2020.

On Dec. 20, 2019, at approximately 8:35 p.m., state police at Oneonta arrested Timothy J. Kilts, 53, of Cooperstown, for misdemeanor driving while intoxicated. A trooper was dispatched to a report of a two-car crash on East Main Street in the village of Milford. An investigation revealed that a driver of a tow truck was waiting at the railroad crossing on East Main Street when he was struck from behind and pushed forward by a vehicle driven by Kilts. Neither of the vehicles struck the passing train. The driver of the tow truck was transported by AMR to Bassett Medical Center. Kilts was transported by Milford EMS to Bassett Medical Center. The trooper’s investigation revealed that Kilts was impaired when he was operating his vehicle. Kilts was arrested at the hospital and told to appear for processing the following day; he was subsequently issued appearance tickets to the town of Milford Court Jan. 14, 2020.

On Dec. 21, 2019, at approximately 1:45 a.m., state police at Ithaca arrested Michael D. Wesley, 52, of Freeville, for misdemeanor aggravated driving while intoxicated with a reportable BAC of .20 percent. Troopers were dispatched by Tompkins County 911 to a report of a vehicle stuck in a front lawn on Dryden Road in the town of Dryden. Troopers located Wesley in his vehicle stuck in the mud and snow attempting to get back onto the roadway. After an investigation and failing standardized field sobriety tests, he was arrested. Wesley was processed then released to a sober third party. He was scheduled to appear in the town of Dryden Court Dec. 30, 2019.

On Dec. 21, 2019, at approximately 2:41 a.m., state police at Owego arrested Andrea L. Rigo, 46, of Binghamton, for the felony of aggravated driving while intoxicated. A trooper observed Rigo operating a vehicle in an erratic manner while on Pennsylvania Avenue in the town of Apalachin and then on Jacobs and Barton Roads. The trooper initiated a traffic stop. After an investigation, she was arrested. Her reportable BAC was .22 percent. Rigo was processed and released on appearance tickets to the town of Owego Court Jan. 7, 2020, then turned over to a sober third party.

On Dec. 21, 2019, at approximately 6:25 p.m. state police at Norwich arrested Robert H. Smith, 47, of Sidney, for misdemeanor driving while intoxicated. A trooper on County Road 35 in the town of Oxford observed Smith driving erratically and initiated a traffic stop. The trooper observed several common characteristics of alcohol impairment and after an investigation, Smith was arrested. His reportable BAC was .14 percent. Smith was processed and issued appearance tickets to the town of Oxford Court Dec. 30, 2019, then turned over to a sober third party.

On Dec. 21, 2019, at approximately 7:03 p.m., state police at Ithaca arrested James R. Spaulding, 41, of Freeville, for the felonies of driving while intoxicated (with a previous conviction within 10 years) and first-degree aggravated unlicensed operator. A trooper was dispatched to a report of a one-car crash on Bone Plain Road in the town of Dryden. Spaulding was injured but declined medical attention. After an investigation, the trooper determined that Spaulding was impaired and he was arrested. His reportable BAC was .14 percent. During the course of the investigation, the trooper also learned that Spaulding was wanted on two warrants in the town of Dryden and on a Tompkins County Family Court warrant. Spaulding was arrested then turned over to the Tompkins County Sheriff’s Office for the Family Court warrant. He will appear in the town of Dryden court at a later date.

On Dec. 21, 2019, at approximately 10:35 p.m., state police at Binghamton arrested Reuben O. Hall, 25, of Binghamton, for the felonies of aggravated driving while intoxicated (with a previous conviction within 10 years) and first-degree aggravated unlicensed operation. He was also charged with misdemeanor second-degree menacing. Troopers were dispatched to a complaint of a male attempting to enter a bar in the town of Conklin after allegedly menacing several patrons with what appeared to be a gun then leaving the area in a vehicle. Witnesses were able to describe the vehicle and suspect. Troopers located the described vehicle at the dead end of Montrose Drive at Corbettsville Road in Conklin. The driver and a passenger were both detained. Troopers quickly learned the driver (Hall) was impaired then also located a pellet gun in the vehicle. Hall was arrested and the passenger was picked up from the scene by a sober third party. Hall’s reportable BAC was .21 percent. Hall was processed then transported to Broome County Central Arraignment and Processing.

On Dec. 23, 2019, at approximately 8:54 a.m., state police at Sidney arrested Corey A. Burns, 31, of Bainbridge, for misdemeanor driving while ability impaired by drugs. A trooper was dispatched to a gas station in the village of Afton after a concerned citizen called 911. The trooper located Burns in his vehicle and he appeared to be impaired. After an investigation, he was arrested. Burns was processed then released to a sober third party. He was scheduled to appear in the town of Afton Court Dec. 23, 2019.

On Dec. 23, 2019, at approximately 3:33 p.m., state police at Ithaca arrested Kyle R. Huffman, 34, of Dryden, for misdemeanor driving while intoxicated. A trooper was dispatched to a report of a truck that struck a wooden fence on Hunt Hill Road in the town of Dryden. As the trooper investigated the accident, he observed that Huffman appeared impaired. After an investigation, he was arrested. Huffman was issued appearance tickets to the town of Dryden Court Jan. 6, 2020 and later released.

On Dec. 24, 2019, at approximately 4:49 p.m., state police at Oneonta arrested Ian T. Frankl, 31, of Morris, for misdemeanor driving while intoxicated. Troopers were dispatched to a report of a one-car crash on State Highway 7 in the town of Otego. Complainants reported to troopers that a mailbox had been damaged and that the driver left the area. An investigation revealed that Frankl did operate his vehicle drunk and he was arrested at residence in Otego. His reportable BAC was .15 percent. Frankl was released on appearance tickets to the town of Otego Court Jan. 9, 2020.

On Dec. 24, 2019, at approximately 7:05 p.m., state police at Binghamton arrested Kimberly S. Dudek, 53, of New Milford, Pa., for misdemeanor driving while intoxicated with a reportable BAC of .14 percent. A trooper was dispatched to a report of an erratic driver on Interstate 81 in the town of Kirkwood. The trooper observed a vehicle matching the description and also that it was failing to maintain its lane while on Interstate 81 south near exit 1. A traffic stop was initiated. An investigation revealed that Dudek was impaired and she was arrested. Dudek was processed and issued appearance tickets to the town of Kirkwood Court Jan. 7, 2020, then turned over to a sober third party.

On Dec. 25, 2019, at approximately 12:40 a.m., state police at Richfield Springs arrested Kristina A. LaFreniere, 35, of West Winfield, for misdemeanor driving while intoxicated. Troopers observed LaFreniere make a traffic infraction, and she was stopped on South Street in the town of Winfield. The troopers observed several common characteristics associated with alcohol impairment while they interviewed LaFreniere. After an investigation, she was arrested. Her reportable BAC was .10 percent. LaFreniere was processed and released on appearance tickets to the town of Winfield Court Jan. 22, 2020.

On Dec. 28, 2019, at approximately 1:15 a.m., state police at Endwell arrested John R. King Jr., 19, of Nanticoke, for misdemeanor driving while intoxicated with a reportable BAC of .16 percent. Troopers were investigating an accident on State Highway 26 in the town of Maine when they were advised another accident had occurred just up the road on State Highway 26. They discovered a vehicle with heavy front-end damage and King being evaluated by Maine Ambulance personnel. As troopers interviewed King about the accident, they observed that King appeared impaired. After an investigation, King was arrested. He was processed then released on appearance tickets to the town of Maine Court Jan. 8, 2020, then turned over to a sober third party.

On Dec. 28, 2019, at approximately 2:45 a.m., state police at Richfield Springs arrested Frank W. Lomangino, 53, of Cooperstown, for the felonies of driving while intoxicated (with a previous conviction within 10 years) and first-degree aggravated unlicensed operation. Troopers were on patrol when they observed a vehicle make a traffic infraction on Susquehanna Avenue in the village of Cooperstown. They attempted to make a traffic stop on Chestnut Street but the vehicle did not stop until turning onto Leatherstocking Street. As the troopers interviewed Lomangino, they observed that he displayed several common characteristics associated with alcohol impairment. After an investigation, Lomangino was arrested. His reportable BAC was .09 percent. He was processed then transported to Otsego County Central Arraignment and processing where he was remanded to the Otsego County Jail until his next court date of Jan. 8, 2020, in the town of Otsego Court.

On Dec. 28, 2019, at approximately 8:34 p.m., state police at Binghamton arrested Nancy J.Micalizzi, 60, of Conklin, for misdemeanor aggravated driving while intoxicated. Her reportable BAC was .27 percent. A trooper attempted to initiate a traffic stop after he observed Micalizzi operating a vehicle erratically while on Terrace Drive in the town of Conklin, but the vehicle continued onto Shaw Road and into a driveway before coming to a stop. The trooper observed that Micalizzi appeared impaired and after an investigation, she was arrested. Micalizzi was processed then released on appearance tickets to the town of Conklin Court Jan. 15, 2020. She was then released to a sober third party.

On Dec. 29, 2019, at approximately 1:50 a.m., state police at Binghamton arrested Nicolas R. Mion, 28, of Binghamton for misdemeanor driving while intoxicated. Troopers were on Conklin Avenue in the city of Binghamton when they observed a vehicle driving on the wrong side of the road, directly into their path. Troopers attempted to initiate a traffic stop and Mion eventually stopped on Homer Street in the city of Binghamton. As troopers interviewed Mion, they detected that he was impaired. After an investigation, he was arrested for DWI; his reportable BAC was .17 percent. Mion was processed then later released to a sober third party. He was issued appearance tickets to the city of Binghamton Court Jan. 15, 2020.

On Dec. 29, 2019, at approximately 9:03 p.m., state police at Richfield Springs arrested Jake Schermerhorn, 35, of Richfield Springs, for misdemeanor aggravated driving while intoxicated. A trooper was dispatched to a report of a two-car crash on Center Street in the village of Richfield Springs. The trooper arrived to the intersection of Center and Bronner Streets where he found two vehicles with damage but no occupants. An investigation revealed that Schermerhorn was driving intoxicated when he struck a parked vehicle then fled the scene. Schermerhorn was located at his residence and subsequently arrested. His reportable BAC was .20 percent. Schermerhorn was issued appearance tickets to the village of Richfield Springs Court Jan. 21, 2020, then turned over to the care of a sober third party.

On Dec. 29, 2019, at approximately 9:20 p.m., state police at Binghamton arrested Mark C. Hotchkiss, 64, of North Abington Township, Pa., for misdemeanor driving while intoxicated after he was involved in a crash near Conklin and Conklin Forks Road in the town of Conklin. When troopers arrived to the scene, they observed that Hotchkiss appeared impaired and he was arrested. Both Hotchkiss and the driver of the other vehicle were transported to Wilson Hospital for further evaluation. Hotchkiss was subsequently released on appearance tickets to the town of Conklin Court Jan. 15, 2020.

On Dec. 30, 2019, at approximately 11:11 p.m., state police at Norwich arrested John C. Buffa, 54, of Plymouth, for misdemeanor driving while intoxicated. Troopers were dispatched to an accident on County Road 16 in the town of Plymouth. It was also reported that the driver of the vehicle had left the scene and was walking along County Road 16, knocking on doors asking for a ride. An investigation lead troopers to Boos Law Road where troopers located Buffa. After failing standardized field sobriety tests, Buffa was arrested. Buffa was transported to Chenango Memorial Hospital for further evaluation. After he was released, he was processed then provided appearance tickets to the town of Plymouth Court Jan. 8, 2020.

On Dec. 31, 2019, at approximately 8:07 p.m., state police at Ithaca arrested Kellie L. Larkin, 38, of Ithaca, for misdemeanor driving while ability impaired by drugs. A trooper was dispatched to a report of a domestic dispute in the village of Lansing but then was advised that Larkin had left in a vehicle. A Tompkins County Deputy was able to locate the vehicle and Larkin at the Mobil on North Triphammer Road in the village of Lansing. After an investigation, Larkin was arrested. She was processed then released to a sober third party. Larkin was issued appearance tickets to the town of Lansing Court Jan. 16, 2020.
