Notes from the Town of Hamilton July Town Council Meeting

The recent passage of the Right to Farm law has received positive responses from the agricultural community. Superintendent Florenz has spoken to the County and NYSDOT about getting and installing Right to Farm signs around the Town.

A public hearing on a Proposed Local Law to Amend the Zoning Law of the Town of Hamilton to Add Provisions Regulating Solar Energy Systems in the Town was held with no comments from the public. The law was approved and adopted by the Town. Thanks to the Zoning Update Committee for their work on the much-needed solar zoning law.

Superintendent Florenz reported that the road crew has been busy with repairs, patching, ditching, micro-paving, and placing new reflectors. Completing work and ordering materials this year will save money against a rise in cost of materials in 2019. Effective September 1, 2018, the Town will share the cost of installing driveway pipe on properties along Town roads, with the landowner covering the cost of the pipe and the Town providing installation at no additional charge. Contact the Town Office for driveway application details. Concerns were raised about the main intersection in Hubbardsville, with drivers failing to yield to traffic heading up Green Road onto Hill Road. Florenz will check with the County about ways to make the intersection safer.

The 2017 Town financial audit is now available for review, with all recommendations from the auditors having been addressed. The Foreign Fire Tax money was received at $2,182. This money will be distributed to the Hamilton, Hubbardsville, and Earlville Fire Departments.

The Town Office staff has been busy with marriage and fishing licenses. Clerk Reymers has several grants in the works for clean energy initiatives, road improvements, and the Town Office building. The Planning Board approved a subdivision on Horton Road. The Zoning Board of Appeals has an application for a variance to the Steffco property on Quarterline Road and will hold a hearing on the request.

The Town Office Building Committee has received a revised estimate of $33,300 for an updated design package with bidding documents. The committee intends to have a bid package ready to go out in
September.

SOMAC has requested its budgeted $40,000 for the expected shortfall in 3rd quarter expenses.
According to County data SOMAC continues to have the best response times in the County.

The Zoning Update Committee is turning its attention to Conservation Subdivision and Flood Plain Laws.

The Town Office staff continues its work on updating the site plan review to make the process easier to
navigate.

Supervisor Shwartz, Chair of the Madison County Public Utilities Committee, is working with the CNY Regional Planning Board and the NYS Broadband office to improve and extend services in Madison County. The County is obtaining information on Charter/Spectrum and Frontier’s planned broadband infrastructure build-out and will be meeting with both companies to address immediate local service problems.
