Parole violation leads to drug charges in Stone Street arrest

On Tuesday, Aug. 7, 2018, members of the Oneida City Police assisted state parole officers as they attempted to locate a parole absconder. Parole and police officers located the parolee, Nicholas Salay, 29, in an apartment at 335 Stone St., Oneida.

While speaking with the suspect and taking him into custody, officers also noticed items consistent with the unlawful possession, use and manufacture of methamphetamine. Officers summoned investigators to the scene, who confirmed the presence of methamphetamine manufacturing materials.

It was also determined that certain materials were hazardous in their current state, and therefore the entire building was evacuated as a precaution.

The New York State Contaminated Crime Scene Emergency Response Team was then contacted and also responded to the scene, as well as the Oneida City Fire Department.

During the course of the investigation and subsequent search warrant, Oneida City police, with the assistance of the CCSERT, located evidence consistent with the unlawful manufacture of methamphetamine.

Based on the information and evidence found, investigators have charged Nicholas Salay with the following charges:

  • Third-degree unlawfully manufacturing methamphetamine (class D felony)
  • Criminal possession of precursors of methamphetamine (class E felony)
  • Second-degree criminal possession of methamphetamine manufacturing materials (class A misdemeanor)
  • Seventh-degree criminal possession of a controlled substance (class A misdemeanor)
  • Second-degree criminally using drug paraphernalia (class A misdemeanor)

He was arraigned in Oneida City Court and remanded to the Madison County Jail without bail. He will reappear before the court on another date/time. A parole violation warrant was also lodged.
