Fulton man arrested on rape charges
State Police in Fulton arrested Duane M. Draughn, 57, of 342 Rathburn Road, Fulton, for second-degree rape, a class D felony, and endangering the welfare of a child, a class A misdemeanor.
Draughn is accused of having sexual intercourse with a 14-year-old female in the town of Granby. He was arraigned in the town of Granby Court and remanded to the Oswego County Jail on $5,000 cash bail or $10,000 bond, pending grand jury action.
