State police in Watertown arrested Austin Russell, 19, of Fort Drum, for forcible touching, a class A misdemeanor.
Russell is accused of inappropriately touching a 17-year-old male inside a residence in the town of Philadelphia, Jefferson County. He was arraigned in Philadelphia Town Court and released on his own recognizance.
Russell is scheduled to appear in Philadelphia Town Court at 6:30 p.m. Jan. 28, 2019.
