On Dec. 3, 2018, The Central New York Developmental Services Offices contacted state police in Lowville to report a possible physical abuse incident which took place at the Port Leyden IRA, an OPWDD facility, located at 3309 Railroad St., Port Leyden.

Staff at that facility received a report alleging that Port Leyden IRA worker Morgan E. Baslow used physical contact on a resident which involved pushing, yelling and swearing.

A joint investigation was conducted by the state police Bureau of Criminal Investigation and the Justice Center for the Protection of People with Special Needs.

On Jan. 11, 2019, Morgan E. Baslow, 25, of Boonville, an employee of CNY DSO was arrested for second-degree endangering the welfare of an incompetent or physically disabled person, a class A misdemeanor.

Baslow was issued an appearance ticket returnable in Port Leyden Village Court at 4:30 p.m. Wednesday, Jan. 16, 2019.
