Investigators identified subjects and a vehicle and received a call of a\nvehicle matching the description of the robbery suspect vehicle driving recklessly\nand now disabled in the median of Interstate 81 near exit 39 in Ellisburg.<\/p>\n\n\n\n<p>The driver, identified as James Lavancha, 40, of County\nRoute 189, Adams; and passenger Kara Garnsey, 23, of County Route 9, Clayton,\nwere taken into custody without incident.<\/p>\n\n\n\n<p>Lavancha was charged with second-degree robbery, a class C\nfelony; driving while impaired by drugs, an unclassified misdemeanor; and\nseventh-degree criminal possession of a controlled substance, a class A\nmisdemeanor.<\/p>\n\n\n\n<p>Garnsey was charged with second-degree robbery, a class C\nfelony; and seventh-degree criminal possession of a controlled substance, a class\nA misdemeanor.<\/p>\n\n\n\n<p>Lavancha was arraigned in Watertown City Court and remanded\nto the Jefferson County Jail without bail. A 911 caller reported an SUV had shut its headlights off and\nwas traveling toward the city of Syracuse in the opposite lane.<\/p>\n\n\n\n<p>As police officers from several agencies attempted to stop\nthe vehicle, officers from the DeWitt Police Department who were eastbound on\nI-690, observed a vehicle traveling towards them and then collide into a guide\nrail just west of Thompson Road in Syracuse.<\/p>\n\n\n\n<p>As troopers arrived, they observed a male in the driver&#8217;s\nseat of the vehicle and attempting to get out of the vehicle.<\/p>\n\n\n\n<p>The driver, identified as Jeffrey Letson, 30, of Woodson\nStreet, Syracuse, was not injured in the crash. Letson was taken into custody\nand transported to SP North Syracuse, where he provided a breath sample that resulted\nin a BAC of .15 percent.<\/p>\n\n\n\n<p>Letson was charged with driving while intoxicated, an\nunclassified misdemeanor; and third-degree criminal possession of a weapon, a\nclass D felony, for possessing a switchblade knife.<\/p>\n\n\n\n<p>He was transported to the Onondaga County Justice Center\npending centralized arraignment.<\/p>\n\n\n\n<p>State police conduct underage drinking\ninitiative in Onondaga County<\/p>\n\n\n\n<p>Troopers in Onondaga County conducted an underage drinking initiative\nduring the evening hours of March 15, 2019. A total of 20 retail establishments\nwere checked in Salina, Clay, Cicero and North Syracuse.<\/p>\n\n\n\n<p>The following establishments were checked and found to be\ncompliant:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Speedway, 3060 Court St., Syracuse<\/li><li>Gulf Gas Station, 2300 Court St., Syracuse<\/li><li>Rite Aid, 2616 Brewerton Road, Mattydale<\/li><li>Delta Sonic, 3720 Brewerton Road, North Syracuse<\/li><li>Speedway, 711 S. Main St., North\nSyracuse<\/li><li>Speedway, 7961 Brewerton Road, Cicero<\/li><li>Rite Aid, 7939 Brewerton Road, Cicero<\/li><li>Kwik Fill,&nbsp;5812 State Route 31, Cicero<\/li><li>Speedway,&nbsp;5895 State Route 31, Cicero<\/li><li>Sunoco, 1825 Teall Ave., Syracuse<\/li><li>Lyncourt Deli, 2342 Court St., Syracuse<\/li><li>Byrne Dairy,&nbsp;2307 Brewerton Road, Mattydale<\/li><li>Speedway,&nbsp;2723 Brewerton Road, Mattydale<\/li><li>Tops Supermarket,&nbsp;3803 Brewerton Road, North\nSyracuse<\/li><li>Peter\u2019s Liquors,&nbsp;628 S.
