Finally some sunshine and\nwarm weather. All chatter has been on the weather and continuous rain we have\nhad. The final plant date for corn and soybeans&nbsp;is June 10th and the last\nday to report prevented planted acres to the FSA office is June 25th. If you\nhave crop insurance be sure to contact your agent at your earliest convenience\nif you suspect a loss.<\/p>\n\n\n\n<p><em>Mark your calendars!&nbsp;<\/em><\/p>\n\n\n\n<p>On June 18th, the Madison County and Chenango County FSA\nstaff and Cornell Cooperative Extension CNYDLFC team will be hosting a producer\nmeeting to explain options for the new Dairy Margin Contract Program, and Dairy-RP\nand LGM risk management programs. The DMC program replaces the MPP-Dairy\nprogram. The meeting will be held at the 19 North Main Event Center in\nSherburne from 11:00am to 2:00pm. Lunch will be served. Producers are asked to\nRSVP no later than June 14th to either the Madison County FSA office at (315)\n824-9076, or the Chenango County FSA office at (607) 334-3231. Producers will\nhave the option to enroll at the meeting.<\/p>\n\n\n\n<p>On June 24th, the Madison County FSA office and the Madison\nCounty CCE office will host&nbsp;a second&nbsp;producer meeting for those who\nare unable to attend on June 18th. The meeting will be held at the CCE office\nin Morrisville from 11:00am to 2:00pm. Lunch will be served and producers are\nasked to RSVP to the Madison County FSA office at (315) 824-9076, no later than\nJune 21st. Producers will also have enrollment options at this meeting.<\/p>\n\n\n\n<p>One last item, FSA is cleaning up our producer record\ndatabase. If you have any unreported changes of address, zip code, phone\nnumber, email address or an incorrect name or business name on file they need\nto be reported to our office. Changes in your farm operation, like the addition\nof a farm by lease or purchase, need to be reported to our office as well.\nProducers participating in FSA and NRCS programs are required to timely report\nchanges in their farming operation to the County Committee in writing and\nupdate their CCC-902 Farm Operating Plan.<\/p>\n\n\n\n<p>If you have any updates or corrections, please call your\nlocal FSA office to update your records.&nbsp;<\/p>\n\n\n\n<p>You can find information on all FSA programs at&nbsp;<a href=\"http:\/\/www.fsa.usda.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.fsa.usda.gov<\/a>. If you\nhave questions or concerns, don&#8217;t hesitate to give us a call.<\/p>\n\n\n\n<p>Donna Purdy<br>\nCounty Executive Director<\/p>\n\n\n\n<p><a><strong>USDA Commodity Loans Available to Madison County Producers<\/strong><\/a><\/p>\n\n\n\n<p>U.S. Department of Agriculture Madison County Farm Service\nAgency reminds producers that Marketing Assistance Loans and Loan Deficiency\nPayments are available to help producers through periods of low market prices.\nThe 2014 Farm Bill authorized MALs and LDPs for the 2014 to 2018 crop years. Deadline\nfor 2018 crop year corn&nbsp;loans is May 31st.<\/p>\n\n\n\n<p>MALs provide interim financing and allow producers to delay\nthe sale of the commodity at harvest-time lows and wait until more favorable\nmarket conditions emerge. A producer who is eligible to obtain a loan, but\nagrees to forgo the loan, may obtain an LDP if such a payment is available.<\/p>\n\n\n\n<p>MALs and LDPs provide financing and marketing assistance for\nwheat, feed grains, soybeans and other oilseeds, pulse crops, rice, peanuts,\ncotton, wool and honey. The&nbsp;Madison County FSA office is now accepting\nrequests for 2018 MALs and LDPs for all eligible commodities after harvest.<\/p>\n\n\n\n<p>Before MAL repayments and LDP disbursements can be made,\nproducers must meet the requirements of actively engaged in farming, cash-rent\ntenant and member contribution. In order to meet eligibility requirements,\nproducers must retain beneficial interest in the commodity, meaning they have\ncontrol of the commodity or a title to the commodity, until the MAL is repaid\nor the Commodity Credit Corporation takes title to the commodity.<\/p>\n\n\n\n<p>The 2014 Farm Bill also establishes payment limitations per\nindividual or entity not to exceed $125,000 annually on certain commodities for\nthe following program benefits: Agriculture Risk Coverage and Price Loss\nCoverage payments, Marketing Loan Gains and LDPs. These payment limitations do\nnot apply to MAL disbursements.<\/p>\n\n\n\n<p>Producers or legal entities whose total applicable\nthree-year average adjusted gross income exceeds $900,000 are not eligible for\nMarketing Loan Gains and LDPs, but are eligible for MALs repaid at principal\nplus interest.<\/p>\n\n\n\n<p>For more information, please visit your local FSA office\nor&nbsp;<a href=\"http:\/\/www.fsa.usda.gov\/?utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noreferrer noopener\">www.fsa.usda.gov<\/a>. To find your local USDA service center,\nvisit&nbsp;<a href=\"http:\/\/www.farmers.gov\/?utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noreferrer noopener\">www.farmers.gov<\/a>.<\/p>\n\n\n\n<p><a><strong>FSA Offers Joint Financing Option on Direct Farm Ownership Loans<\/strong><\/a><\/p>\n\n\n\n<p>The USDA Farm Service Agency\u2019s&nbsp;<a href=\"https:\/\/www.fsa.usda.gov\/programs-and-services\/farm-loan-programs\/farm-ownership-loans\/index?utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noreferrer noopener\">Direct Farm Ownership loans<\/a>&nbsp;are a resource to help\nfarmers and ranchers become owner-operators of family farms, improve and expand\ncurrent operations, increase agricultural productivity, and assist with land\ntenure to save farmland for future generations.<\/p>\n\n\n\n<p>Depending on the applicant\u2019s needs, there are three types of\nDirect Farm Ownership Loans: regular, down payment and joint financing. FSA\nalso offers a&nbsp;<a href=\"https:\/\/www.fsa.usda.gov\/programs-and-services\/farm-loan-programs\/microloans\/index?utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noreferrer noopener\">Direct Farm Ownership Microloan<\/a>&nbsp;option\nfor smaller financial needs up to $50,000.<\/p>\n\n\n\n<p>Joint financing allows FSA to provide more farmers and\nranchers with access to capital. FSA lends up to 50 percent of the total amount\nfinanced. A commercial lender, a State program or the seller of the property\nbeing purchased, provides the balance of loan funds, with or without an FSA\nguarantee. The maximum loan amount for a Joint Financing loan is $300,000 and\nthe repayment period for the loan is up to 40 years.<\/p>\n\n\n\n<p>To be eligible, the operation must be an eligible farm\nenterprise. Farm Ownership loan funds cannot be used to finance nonfarm\nenterprises and all applicants must be able to meet general eligibility\nrequirements. Loan applicants are also required to have participated in the\nbusiness operations of a farm or ranch for at least three years out of the 10\nyears prior to the date the application is submitted.
