Salter, 45, of Watertown,\nfor second-degree menacing, fourth-degree criminal mischief, sexual misconduct and\nsecond-degree harassment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sept. 7, 2019, troopers were called to a residence on\nMustard Road in Pamelia regarding a domestic dispute. Investigation revealed\nSalter intentionally struck a 75-year-old woman several times with a closed\nfist and threatened her with a kitchen knife and hammer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the investigation, it was disclosed that Salter was\nengaging in sexual contact with a dog inside the residence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Salter was arraigned in Pamelia Town Court and remanded to\nthe Jefferson County Public Safety Building on $1,000 cash bail\/$2,000 bond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>State police seek public assistance with identifying Good\nSamaritan<\/strong><br>\nOn Sept. 7, 2019, at approximately 9:12 a.m., a good Samaritan stopped\nto help a female in distress at the intersection of LeMoyne Service Road and Westview\nAvenue in Mattydale.&nbsp;This man stayed with this female until state police\narrived.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State police are asking this person to call 315.366.6000 and\nask to speak to an investigator regarding this incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All information will be kept confidential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>UPDATED: State police\ninvestigate member involved shooting in town of Hastings<\/strong><br>\nOn Sept. 5, 2019,&nbsp;Robert S. Teeter, 25, of 3532 Route 49, Hastings,&nbsp;was\nreleased from the hospital and charged with the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Menacing a police officer, a class D felony<\/li><li>Fourth-degree grand larceny, a class E felony<\/li><li>Third-degree criminal possession of a weapon, a\nclass D felony<\/li><li>Unauthorized use of a vehicle, a class A\nmisdemeanor<\/li><li>Resisting arrest, a class A misdemeanor<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Teeter was arraigned in Hastings Town Court and remanded to\nthe Oswego County Jail in lieu of $5,000 cash bail or $10,000 bond. He is\nscheduled to return to Hastings Town Court Sept. 30.<br>\n<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">On Aug. 27, 2019, at approximately 7:40 a.m., Trooper Ryan\nCooley was dispatched by Oswego County 911 to 3532 State Route 49 to respond to\na report of a possible stolen vehicle in progress and to meet with the\ncomplainant who would be standing by in the area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At approximately 8:05 a.m., Cooley located complainant\nMelissa Ehegartner standing on the side of the road.&nbsp;As Cooley was\ninterviewing Ehegartner, the suspect drove by the state police patrol car in Ehegartner\u2019\ns vehicle and pulled into the driveway at 3532 Route 49. Cooley then pulled\ninto the driveway right behind the vehicle and approached the driver, later\nidentified as 25-year-old&nbsp;Robert S. Teeter&nbsp;of 3532 Route 49.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following an interview with Teeter, Cooley attempted to\nplace him in custody when he physically pulled away and swung his arm in an\nattempt to hit Cooley in the head.&nbsp;Teeter was able to get away and ran\ninto the house.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A short time later, several troopers and Oswego County deputies\narrived on scene to assist in locating Teeter, who was subsequently located\nhiding in a second-story bedroom.&nbsp;He then pointed a Bear River BB pistol\n(model B1588) at Trooper Nathan Horner.&nbsp;Horner discharged his\ndivision-issued firearm, striking Teeter several times. Teeter was transported\nto SUNY Upstate Medical University and is currently listed in serious\ncondition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Criminal charges against Teeter are pending.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Watertown woman arrested following a domestic dispute investigation State police arrested Teresa L.
