Brindisi\nannounced that he will be sending a letter a week to the International Joint\nCommission (IJC), the governing body for Lake Ontario water levels, and is\nencouraging Lake Ontario property owners to&nbsp;<a href=\"https:\/\/brindisi.house.gov\/share-your-story-lake-ontario-flooding-and-ijc-inaction-2019\" target=\"_blank\" rel=\"noreferrer noopener\">share their stories with him<\/a>&nbsp;and the IJC.<\/p>\n\n\n\n<p>Following the failure of the IJC to present a clear and\ncohesive solution to the continued flooding in Oswego County, Brindisi joined\nlocal community leaders to demand action. Brindisi plans to send a letter a\nweek to the IJC highlighting current water levels compared to the same time in\n2017, a year with widespread flooding.<\/p>\n\n\n\n<p>\u201cI\u2019ve met with flood victims, toured the impacted\nbusinesses, and spoken with community leaders and we all agree: enough is\nenough,\u201d&nbsp;Brindisi said.&nbsp;\u201cThe IJC needs to be held accountable and if\nthey aren\u2019t being responsive to the communities\u2019 needs then the IJC needs to\nhear these concerns each and every week. As their Congressman, I will not stop\nuntil the IJC listens and responds to the concerns of this community.\u201d<\/p>\n\n\n\n<p>Brindisi addressed his letter to Canadian Section Chair\nPierre B\u00e9land and American Section Chair Jane Corwin.<\/p>\n\n\n\n<p>\u201cI am deeply concerned that the current course of action by\nthe IJC will again result in flooding along the North and South shores of Lake\nOntario in 2020,\u201d&nbsp;Brindisi wrote in his letter. \u201cIn January 2019, Lake\nOntario water levels stood at 245.34 feet, and as you know we experienced the\nsecond year of devastating flooding. We cannot see another year where\nresidences, businesses, and infrastructure across the Upstate New York and\nCanadian shorelines are under water, hurting our economy and our communities.\u201d<\/p>\n\n\n\n<p>Earlier this year, Brindisi brought members of the IJC to\nOswego County for a roundtable discussion. Brindisi continues to hold the IJC accountable\nand call for a fix to Plan 2014.<\/p>\n\n\n\n<p>Residents interested in joining the #FloodtheIJC campaign\ncan fill out Congressman Brindisi\u2019s survey&nbsp;<a href=\"https:\/\/brindisi.house.gov\/share-your-story-lake-ontario-flooding-and-ijc-inaction-2019\" target=\"_blank\" rel=\"noreferrer noopener\">HERE<\/a>.<\/p>\n\n\n\n<p>Full text of Brindisi\u2019s letter is below:<\/p>\n\n\n\n<p><em>Dear Chairpersons Corwin and B\u00e9land,&nbsp;<\/em><\/p>\n\n\n\n<p><em>On September 24, 2019 I joined with my colleagues\nCongressman Morelle (NY-25) and Congressman Katko (NY-24) to call on the\nInternational Joint Commission (IJC) to \u201ctake aggressive preemptive action to\ndeter flooding in the Lake Ontario-St. Lawrence River system ahead of spring\n2020.\u201d We requested a plan from the IJC by October 7, 2019. That date has come\nand gone with no response from the IJC. I have enclosed a copy of that\ncorrespondence for your convenience. It has been nearly 30 days since that\nrequest, and I will be corresponding with you every week until we have received\na satisfactory response to our inquiry.<\/em><\/p>\n\n\n\n<p><em>I am deeply concerned that the current course of action\nby the IJC will again result in flooding along the North and South shores of\nLake Ontario in 2020. In January 2019, Lake Ontario water levels stood at\n245.34 feet, and as you know we experienced the second year of devastating\nflooding. We cannot see another year where residences, businesses, and\ninfrastructure across the Upstate New York and Canadian shorelines are under\nwater, hurting our economy and our communities.<\/em><\/p>\n\n\n\n<p><em>I have heard from experts in our community that the\nJanuary 2020 lake level must be 244 feet or below in order to prevent another\nround of flooding, assuming another year of heavy rainfall. As of October 16,\nLake Ontario stands at 246 feet. This is half a foot higher than at the same\npoint in 2017, the last time these communities faced widespread flooding.<\/em><\/p>\n\n\n\n<p><em>Families and businesses on both sides of Lake Ontario are\ndepending on your assistance to ensure that the trigger levels in Plan 2014 do\nnot result in yet another damaging and difficult year for riparians. Thank you\nfor your urgent attention to this matter and I look forward to your response.<\/em><\/p>\n\n\n\n<p><strong>Brindisi, Katko, Craig announce bipartisan mental health\nlegislation to assist farmers and rural communities<\/strong><\/p>\n\n\n\n<p>Representatives Anthony Brindisi (NY-22), John Katko\n(NY-24), and Angie Craig (MN-02) are fighting to increase mental health care\noptions for producers and rural communities across the country. Brindisi led a\ngroup of Democrats and Republicans to introduce the&nbsp;Seeding Rural\nResilience Act, a bipartisan bill to help address the&nbsp;<a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=https-3A__www.theguardian.com_us-2Dnews_2017_dec_06_why-2Dare-2Damericas-2Dfarmers-2Dkilling-2Dthemselves-2Din-2Drecord-2Dnumbers&amp;d=DwMFaQ&amp;c=L93KkjKsAC98uTvC4KvQDdTDRzAeWDDRmG6S3YXllH0&amp;r=KPOgZnCPe_UPdXXOIr0IcNmRq1wrdaZM8A5DRDMGRFo&amp;m=tp7OLkr5gybnMakEkxUDvKZSvobaKAxNpnDb3TDkh7o&amp;s=NssFlLxXFoI99N1M9RM_uY_HN9CfggciWFmkA9cY3L4&amp;e=\" target=\"_blank\" rel=\"noreferrer noopener\">growing rate of suicide<\/a>&nbsp;in rural parts of the country.<\/p>\n\n\n\n<p>\u201cA career in agriculture is a difficult but rewarding\nlife,\u201d&nbsp;Brindisi said.&nbsp;\u201cOur Upstate farmers help feed the world, but\nunfortunately, many bear incredible burdens. Whether it\u2019s low prices, a trade\nwar, or Mother Nature, much of a farmer\u2019s bottom line is out of their control,\nand that uncertainty can add to daily stresses. Our bill will help eliminate\nthe stigma surrounding mental health in our rural communities and ensure all\nfarmers have better access to mental health care.\u201d<\/p>\n\n\n\n<p>\u201cCentral New York\u2019s economy is largely driven by the local\nfarms that have been passed down from generation to generation. But, the\ncurrent rate of suicide in rural communities is 45% higher than it is in urban\nareas,\u201d&nbsp;said Rep Katko (NY-24).&nbsp;\u201cFacing isolation and stigma\nassociated with seeking mental healthcare, farmers often fail to seek out care.\nWe must ensure these families in our region have access to the mental health\nresources that they need. As co-chair of the bipartisan Mental Health Caucus, I\nhave prioritized improving access to mental healthcare for all Americans \u2013 and\nI am proud now to join Representatives Brindisi and Craig in introducing The\nSeeding Rural Resilience Act, bipartisan legislation that aims to improve\nmental healthcare for farming families by implementing suicide prevention\ntraining programs and promoting awareness of mental illness in rural areas. I\nam confident this legislation will make meaningful progress to improve mental\nhealthcare for our region\u2019s rural communities.\u201d<\/p>\n\n\n\n<p>\u201cI&#8217;ve talked with farmers whose families have farmed on the\nsame land for generations describe the stress inflicted by the current farm\ncrisis. Earlier this year I held a roundtable focused on rural mental health in\nWabasha, I\u2019ve also walked with farmers on their land as they describe the sense\nof isolation that can set in with uncertain markets and low commodity prices,\u201d&nbsp;said\nRep. Angie Craig (MN-02).&nbsp;\u201cI understand that right now we must expand\nmental health resources to support Minnesota farmers, and I\u2019m proud to expand\nresources that meet farmers where they live.\u201d<\/p>\n\n\n\n<p>From 1999 to 2016, suicide rates&nbsp;<a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=https-3A__www.cdc.gov_vitalsigns_suicide_infographic.html-23graphic1&amp;d=DwMFaQ&amp;c=L93KkjKsAC98uTvC4KvQDdTDRzAeWDDRmG6S3YXllH0&amp;r=KPOgZnCPe_UPdXXOIr0IcNmRq1wrdaZM8A5DRDMGRFo&amp;m=tp7OLkr5gybnMakEkxUDvKZSvobaKAxNpnDb3TDkh7o&amp;s=yijOKYESgeRi-iNrL9hdmBBEyYMoPfypGMllvt6h-kY&amp;e=\" target=\"_blank\" rel=\"noreferrer noopener\">grew in nearly all 50 states<\/a>. New York\u2019s 22nd&nbsp;Congressional&nbsp;<a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=https-3A__webbi1.health.ny.gov_SASStoredProcess_guest-3F-5Fprogram-3D-252FEBI-252FPHIG-252Fapps-252Fchir-5Fdashboard-252Fchir-5Fdashboard-26p-3Dit-26ind-5Fid-3DHd24&amp;d=DwMFaQ&amp;c=L93KkjKsAC98uTvC4KvQDdTDRzAeWDDRmG6S3YXllH0&amp;r=KPOgZnCPe_UPdXXOIr0IcNmRq1wrdaZM8A5DRDMGRFo&amp;m=tp7OLkr5gybnMakEkxUDvKZSvobaKAxNpnDb3TDkh7o&amp;s=aTPOAfYMNfOvbYeno0oyRnHEeI8z-5hbRG6IQ50vN84&amp;e=\" target=\"_blank\" rel=\"noreferrer noopener\">district has a higher rate of suicide than the state average<\/a>.\nAnd according to the Center for Disease Control, the suicide rate is&nbsp;<a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=https-3A__www.cdc.gov_mmwr_volumes_66_ss_ss6618a1.htm-23F1-5Fdown&amp;d=DwMFaQ&amp;c=L93KkjKsAC98uTvC4KvQDdTDRzAeWDDRmG6S3YXllH0&amp;r=KPOgZnCPe_UPdXXOIr0IcNmRq1wrdaZM8A5DRDMGRFo&amp;m=tp7OLkr5gybnMakEkxUDvKZSvobaKAxNpnDb3TDkh7o&amp;s=U6JPkeXKQUd1YOXejx2f1tRVm-24cjsEMI8cjP7Bg7g&amp;e=\" target=\"_blank\" rel=\"noreferrer noopener\">45 percent higher in rural areas than in urban areas<\/a>.<\/p>\n\n\n\n<p>Brindisi\u2019s bill was praised by Upstate New York farmers and\nadvocates.<\/p>\n\n\n\n<p>&#8220;We appreciate Congressman Brindisi recognizing the\nstruggle that some NY farmers are currently experiencing,\u201d&nbsp;said Upstate\nNew York farmer Bret Bossard. \u201cMental health awareness is a positive step in\nthe right direction towards bringing awareness to this growing problem.&#8221;<\/p>\n\n\n\n<p>\u201cNew York Farm Bureau supports efforts to increase both\nmental health awareness in the farming community and resources available to\nassist farmers facing high levels of stress,\u201d&nbsp;said New York Farm Bureau\nPresident David Fisher. \u201cTimes remain tough for many farmers, and it is\nimperative that agency staff, who are regularly meeting with farmers, know how\nto identify people who may be struggling and direct them to appropriate help.\nIn addition, efforts to educate rural communities on mental health issues can\nprovide an opportunity to open up a dialogue and reduce the stigma often\nsurrounding it. This support could not only save a farm, it could save a life.\u201d<\/p>\n\n\n\n<p>\u201cI want to thank Anthony Brindisi for his continuous efforts\nto bring services to rural America,\u201d&nbsp;said Remsen farmer Ben Simons.&nbsp;\u201cAs\na longtime farmer and active member of the agricultural community, I can tell\nyou that a lot of farmers struggle with their mental health whether it is from\nthe stress of running a business that deals with a lot of uncertainties or\nbecause of factors like low milk prices and a tough economy. The Congressman\u2019s\nSeeding Rural Resilience Act will increase access to programs to help farmers\nidentify and manage their stress and to know that there is help when you need it\nis crucial to the health of our agricultural and rural communities. Farmers are\nvery resilient, but everyone needs support from time to time!\u201d<\/p>\n\n\n\n<p>The bipartisan legislation would:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Implement\n     a Farmer-Facing Employee Training Program that requires the U.S. Department\n     of Agriculture to provide voluntary stress management training to Farm\n     Service Agency, Risk Management Agency, and National Resources\n     Conservation Service Employees.<\/li><li>Form a\n     partnership between the Department of Health and Human Services and USDA\n     to create a $3 million PSA to increase public awareness of farm and ranch\n     stress and destigmatize mental health care in rural communities.<\/li><li>Direct\n     the Secretary of Agriculture to work with state, local, and\n     nongovernmental stakeholders to collaborate and determine best practices\n     for responding to farm and ranch mental stress.<\/li><\/ul>\n\n\n\n<p>The companion bill in the Senate is sponsored by Senators\nJon Tester (MT) and Chuck Grassley (IA).<\/p>\n\n\n\n<p>The bill is also supported by the American Dairy Coalition,\nAmerican Farm Bureau Federation, American Foundation for Suicide Prevention,\nAmerican Psychological Association, Farm Aid, Female Farmer Project, National\nAssociation of State Departments of Agriculture, National Alliance on Mental\nIllness, National Association of Wheat Growers, National Barley Growers\nAssociation, National Corn Growers\u2019 Association, National Family Farm\nCoalition, National Farmers\u2019 Union, National Sunflower Association, National\nYoung Farmers Coalition, Rural &amp; Agricultural Council of America, U.S.\nCanola Association, U.S. Cattlemen\u2019s Association, and the USA Dry Pea &amp;\nLentil Association.<\/p>\n\n\n\n<p><strong>Brindisi statement on Al-Baghdadi raid<\/strong><\/p>\n\n\n\n<p>Following&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/world\/abu-bakr-al-baghdadi-leader-isis-targeted-u-s-raid-n1072506\" target=\"_blank\" rel=\"noreferrer noopener\">reports&nbsp;<\/a>of\nthe death of ISIS leader Al-Baghdadi, Representative Anthony Brindisi released\nthe following statement:<\/p>\n\n\n\n<p>&#8220;This is a great victory in the war on terror and in\nour efforts to defeat ISIS. I commend President Trump for giving the order and\nthank our special forces for their bravery and courage. We need to continue to\nbe vigilant and work with allies to eliminate ISIS.&#8221;&nbsp;<\/p>\n\n\n\n<p><strong>We need to make sure women veterans can\naccess benefits they earned<\/strong><\/p>\n\n\n\n<p>Congressman Anthony Brindisi\u2019s legislation, H.R. 2972, is\nnow a part of landmark legislation to modernize the VA for women Veterans.\nDuring a House Veterans\u2019 Affairs markup today, Brindisi\u2019s provisions were\nincluded in the Deborah Sampson Act. The legislation will eliminate barriers to\ncare and services that many women veterans face and would help ensure the VA\ncan address the needs of women Veterans who are more likely to face\nhomelessness, unemployment, and go without needed health care.<\/p>\n\n\n\n<p>Brindisi\u2019s H.R. 2972 would statutorily require the Veterans\nAffairs Women Veterans Call Center to be accessible via text and create an\nonline, one-stop-shop for women Veterans\u2019 benefits.<\/p>\n\n\n\n<p>\u201cI am thrilled that the Deborah Sampson Act will include my\nbill to increase access to benefits for women Veterans,\u201d&nbsp;Brindisi said.&nbsp;\u201cThis\nlandmark legislation would build on efforts by VA and this Committee to ensure\nall women Veterans are aware of the hard-earned resources and benefits\navailable to them and where to turn if they are struggling.\u201d<\/p>\n\n\n\n<p>The Women Veterans Call Center is currently available via\ntext, but Brindisi\u2019s legislation would codify that in law. Also, in order to\ncreate more efficiency, the legislation requires the VA to create a centralized\npage in which women Veterans can access gender-specific information, pages, and\nresources throughout the VA system. This page will include locations of medical\ncenters, CBOC\u2019s and contact information for women\u2019s health coordinators. This\nwebpage will be updated at least every 90 days.<\/p>\n\n\n\n<p>Brindisi\u2019s testimony is below:<\/p>\n\n\n\n<p><em>I\u2019d like to thank Chairman Takano, Ranking Member Roe,\nand the Deborah Sampson Act\u2019s Sponsor, Congresswoman Brownley, for their\ncommitment to improving access and care for our women Veterans.&nbsp;<\/em><\/p>\n\n\n\n<p><em>I also want to thank Chairwoman Brownley for including my\nbill in the Deborah Sampson Act, to require VA\u2019s Women Veterans Call Center to\nbe accessible via text message.<\/em><\/p>\n\n\n\n<p><em>The bill also makes navigating VA websites easier by\nrequiring VA to create a one-stop-shop for women Veterans\u2019 benefits in the form\nof a central web page where women veterans can access various information\nregarding the extensive resources available to them within VA.<\/em><\/p>\n\n\n\n<p><em>This bill will build on efforts by VA and this Committee\nto ensure all women Veterans are aware of the hard-earned resources and\nbenefits available to them and where to turn if they are struggling.<\/em><\/p>\n\n\n\n<p><em>Women are the fastest growing demographic within the\nVeteran population and we need to make it easier to connect them with VA\nresources.<\/em><\/p>\n\n\n\n<p><em>As more women servicemembers separate from service and\ntransition into VA care, it is important VA has the tools in place to support\nthem, and that women Veterans know what is available to them.<\/em><\/p>\n\n\n\n<p><em>Again, I thank the Committee for its attention to this\nimportant issue, I support passage of this bill, and I yield back.<\/em><\/p>\n\n\n\n<p><strong>Brindisi supports strong, bipartisan\nsanctions on Turkey<\/strong><\/p>\n\n\n\n<p>Congressman Anthony Brindisi joined Democrats and\nRepublicans today to put sanctions on Turkey. Brindisi joined 402 members of Congress\nto pass the Protect Against Conflict by Turkey Act. Following the vote,\nBrindisi issued the following statement:<\/p>\n\n\n\n<p>\u201cKurdish forces helped us in our war against ISIS and Turkey\nneeds to be held accountable for the violence towards our allies. These tough\nand targeted sanctions will let Turkey know their aggression towards our\npartners in the War on Terror will not be tolerated. I am hopeful that these\nsanctions will help stabilize the situation in the Middle East, hold Turkey\naccountable, and help protect our allies and America\u2019s standing with them.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/docs.house.gov\/billsthisweek\/20191028\/BILLS-116hr4695-SUSv2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">This bill<\/a>&nbsp;provides a targeted response to the crisis\ncaused by Turkey\u2019s invasion of northern Syria.
