Congressman Champions Animal Welfare and Delivers Results\nfor Animal Lovers<\/em><\/p>\n\n\n\n

Following a push by Congressman Anthony Brindisi to get his\nbill through Congress, President Donald Trump signed the Preventing Animal\nCruelty and Torture Act of 2019. Brindisi, a leader in the fight against animal\nabuse, was a cosponsor of the measure. This legislation creates a federal\nanimal cruelty statute prohibiting the most heinous acts of abuse which can occur\nbeyond the reach of state cruelty laws.<\/p>\n\n\n\n

\u201cI am glad to see President Trump signed legislation I\ncosponsored to help crack down on animal abuse,\u201d Brindisi said. \u201cWorking\nwith Democrats and Republicans, we can bring an end to the horrific acts\noutlawed by this legislation. As a parent of a rescue dog myself, I know how\nimportant animals are to families and we need to give law enforcement the tools\nthey need to hold abusers accountable.\u201d<\/p>\n\n\n\n

H.R. 724 makes a federal crime some of the most\negregious forms of animal cruelty (specifically crushing, burning, drowning,\nsuffocating, impaling, or sexual exploitation) cases where state laws do not\napply. Previously, federal law prohibiting the creation and distribution\nof \u201ccrush videos\u201d did not cover the underlying acts of animal abuse. The PACT\nAct extends federal jurisdiction to these specific and unspeakable acts of\nanimal abuse, thereby closing the loophole. Though animal fighting and the\ndistribution of so-called \u201ccrush videos\u201d are illegal under federal law, the\nvast majority of animal cruelty laws are at the state level.<\/p>\n\n\n\n

Earlier this year, Brindisi joined Broome<\/a> and Oneida County<\/a> law enforcement, community leaders, and\nactivists to demand action on this important legislation. Those leaders praised\nBrindisi\u2019s efforts.<\/p>\n\n\n\n

“My administration has continued to put the protection\nand treatment of animals front and center,\u201d said Oneida County Executive\nAnthony Picente. \u201cWe have contracted with the CNYSPCA for animal abuse\ninvestigations, created an animal abuser registry and are devising regulations\nthat will ensure animal rescues are safe and humane. I thank Congressman\nBrindisi for working to pass critical federal legislation that will further\nensure the proper treatment of animals and prevent animal abuse in Oneida\nCounty, and I thank President Trump for signing the PACT Act into law.”<\/p>\n\n\n\n

\u201cWe at the Broome County Humane Society appreciate\nCongressman Brindisi being an advocate for animals in Washington and helping\nget this bi-partisan bill done,\u201d said Karen Matson, Broome County Humane\nSociety. \u201cThis bill is another strong step in protecting the animals in need,\nand we are so glad it was finally signed into law.\u201d<\/p>\n\n\n\n

\u201cAs a law enforcement officer, I appreciate Congressman\nBrindisi\u2019s desire to root out animal cruelty and give law enforcement the tools\nwe need to succeed,\u201d said Oneida County Sheriff Rob Maciol.<\/p>\n\n\n\n

\u201cWith this bill being signed into law, Congressman\nBrindisi\u2019s work to protect animals in Broome County and across the country is\ngreatly appreciated,\u201d said Broome County Executive Jason Garnar.<\/p>\n\n\n\n

Brindisi is a cosponsor of other animal welfare bills as well.\nIn addition to the PACT Act, Brindisi is a cosponsor of the Puppy Protection\nAct (H.R. 2442) to set new requirements on commercial breeders. The U.S.\nDepartment of Agriculture (USDA) regulates federally licensed commercial dog\nbreeders that sell dogs wholesale to retail pet stores and commercial brokers,\nor directly to consumers over the Internet under the Animal Welfare Act. While\nthe Animal Welfare Act is meant to ensure dogs in federally licensed facilities\nare treated humanely, the current regulations fall far short.<\/p>\n\n\n\n

The Puppy Protection Act would ensure dealers are treating\ndogs humanely and includes requirements on cage size, human socialization,\nveterinary care, and outdoor activity. The Puppy Protection Act will not impact\nfamily pets, livestock, or hobbyist breeders.<\/p>\n\n\n\n

Earlier this year, Brindisi worked with Democrats and\nRepublicans to pass the Prevent All Soring Tactics (PAST) Act <\/a>in the House.\nSoring is the practice of inflicting pain on horses in order to artificially\nalter their gait and gain unfair competitive advantage at horse shows. Even\nthough it\u2019s been illegal for nearly 50 years, it\u2019s still widely practiced.\nBrindisi cosponsored the bill in the House.<\/p>\n","protected":false},"excerpt":{"rendered":"
