Members of the Patrol Division,\nGIVE Unit and Special Investigations Unit have had a hand in undertaking these\ndangerous investigations and arrests.<\/p>\n\n\n\n<p>Each officer and unit involved has done a tremendous job to\nmake Utica a safer place for everyone to live and work. We commend their\ndedication and ethic to these ideals, and it is never more evident than in the\nincidents depicted below:<\/p>\n\n\n\n<p><strong>Dec. 1<\/strong>: Following\na shots-fired investigation, GIVE Unit members charged Xavier Ross, 24, was\ncharged with second-degree criminal possession of a weapon, fourth-degree criminal\npossession of a weapon and criminal possession of a firearm.<\/p>\n\n\n\n<p><strong>Dec. 5<\/strong>: Following\na Special Investigations Unit operation, Anton Frazier, 39, was charged with two\ncounts each of second-degree criminal possession of a weapon, fourth-degree criminal\npossession of a weapon, criminal possession of a firearm and various narcotics\nrelated felonies and misdemeanors.<\/p>\n\n\n\n<p><strong>Dec. 6<\/strong>: Following\na Special Investigations Unit operation, Terrance Hines, 43, was charged with third-degree\ncriminal possession of a weapon, criminal possession of a firearm and various\nnarcotics related misdemeanors.<\/p>\n\n\n\n<p><strong>Dec. 7<\/strong>: Following\na patrol call for service, GIVE Unit members charged Edward Romanowski, 71,\nwith two counts of third-degree criminal possession of a weapon and single\ncharges each of fourth-degree criminal possession of a weapon and criminal\npossession of a firearm.<\/p>\n\n\n\n<p><strong>Dec. 8<\/strong>: Following\na shots-fired investigation and vehicle and foot pursuits, patrol and GIVE Unit\nmembers charged Adrian Liggins, 20, with second-degree criminal possession of a\nweapon, third-degree criminal possession of a weapon, criminal possession of a\nfirearm, obstructing governmental administration and resisting arrest.<\/p>\n\n\n\n<p>Patrol officers working a JAG high-crime Hot Spot detail\nwere in the area in question based on intelligence from the Mohawk Valley Crime\nAnalysis Center and responded immediately within seconds, initiating the pursuit\nleading to the apprehension and weapons-possession arrest.<\/p>\n\n\n\n<p><strong>Dec. 9<\/strong>: Following\na patrol call for service for a robbery investigation, GIVE Unit members and\nSIU members charged Shaquille Mayo, 26, with fourth-degree criminal possession\nweapon, criminal possession of a firearm and narcotics-related felonies.<\/p>\n\n\n\n<p><strong>Dec. 10<\/strong>:\nFollowing a patrol call for service for a robbery investigation, GIVE Unit\nmembers and SIU members charged Lorn Ferguson, 57, with second-degree criminal\npossession of a weapon, third-degree criminal possession of a weapon, criminal\npossession of a firearm, second-degree harassment and narcotics related\nfelonies.<\/p>\n\n\n\n<p><strong><em>Sunlit Terrace incident<\/em><\/strong><\/p>\n\n\n\n<p>On Dec. 3, 2019, Utica police units were dispatched to\nSunlit Terrace regarding a domestic incident. As a result, fourth-degree criminal\nmischief charges were filed against Matthew Brooks, 33, of Utica, due to\nproperty damaged during the incident.<\/p>\n\n\n\n<p>As Brooks was not scene at the time, a warrant for his\narrest was issued through Utica City Court.<\/p>\n\n\n\n<p>On Dec. 6, Utica police units returned to the Sunlit Terrace\naddress for a welfare check and to attempt to execute the arrest warrant. Due\nto the welfare check, a large police presence was initiated; however, after\ndetermining that there was no threat either made by Brooks to himself or any\nother party, the presence was disbanded and police units left the scene.<\/p>\n\n\n\n<p>On Dec. 9, Brooks turned himself into the Utica Police\nDepartment and was booked on his outstanding warrant. He will return to Utica\nCity Court in the future.<\/p>\n\n\n\n<p><strong><em>Police investigating robberies, attempted robberies of taxis and food\ndelivery drivers<\/em><\/strong><\/p>\n\n\n\n<p>Over the last several weeks, five robberies or attempted\nrobberies of taxi cabs and food delivery drivers have occurred in various parts\nof the city.<\/p>\n\n\n\n<p>The locations are:<\/p>\n\n\n\n<p>Nov. 27, Waverly Place<\/p>\n\n\n\n<p>Dec. 1, Jewett Place<\/p>\n\n\n\n<p>Dec. 3, Churchill Avenue<\/p>\n\n\n\n<p>Dec. 8, Brinckerhoff Avenue<\/p>\n\n\n\n<p>Dec. 10, Jewett Place<\/p>\n\n\n\n<p>The Utica Police Department is actively following up leads\nand speaking to involved parties and those in neighborhoods where the incidents\noccurred.<\/p>\n\n\n\n<p>We ask anyone with information regarding these events to contact\nthe Utica Police Department Criminal Investigations Division at 315.223.3510.<\/p>\n\n\n\n<p>We have also compiled the following list of tips for taxi and\nfood-delivery drivers to help reduce the potential for larcenies and robberies\nspecifically targeting restaurants and taxi services:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Always confirm the customer\u2019s phone number (with\ncaller ID, if possible), and ask for a name (even if it\u2019s just a first name).<\/li><li>Never carry large amounts of cash.<\/li><li>Never deliver to the rear or side of a premise.\nDo not enter a premise \u2013 insist the customer come out to receive their order.\nIf it is a multi-unit dwelling, have the customer come to the front.<\/li><li>Always stay in well-lighted areas when parking\nor existing your vehicle.<\/li><li>Try to have the customer pay for the order\nbefore giving it to them.<\/li><li>Be wary of counterfeit money; carry a counterfeit\ncurrency-detection pen.<\/li><li>Never fight with or chase a thief. Call 911\nimmediately. Do not call your supervisor first to tell them what happened.<\/li><li>Be mindful of the offender\u2019s physical\ndescriptors (race, hair and eye color, height, weight, clothing, etc.), last\ndirection of travel and any vehicles used in the crime.<\/li><li>Always be aware of your surroundings. If\nsomething doesn\u2019t seem right, it probably isn\u2019t. If you do not feel safe, do\nnot complete the transaction and return to business headquarters.<\/li><\/ol>\n\n\n\n<p>Report in-progress suspicious activity to the Utica Police\nDepartment at 315.735.3301, option 0.
