This law is a continuation of\nStirpe\u2019s tireless efforts to enact legislation that protects the environment.\nEarlier this year, Stirpe received the New York State Association for\nReduction, Reuse and Recycling\u2019s 2019 Environmental Leadership Award.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOftentimes, unused paint is improperly disposed of \u2013\nwhether it is poured down the drain or collected as municipal waste,\u201d said\nStirpe. \u201cThis program solves that critical problem by creating a pathway to\nenvironmentally sound management practices while creating job opportunities and\nempower local governments to put taxpayer dollars to better use. I thank the\ngovernor for making this important program a reality and helping us take care\nof our planet for future generations.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oil-based paints, which include enamel, varnish and shellac,\nare considered hazardous waste and can contain harmful solvents and carcinogens\nthat are toxic to both humans and the environment. Homeowners can\u2019t simply\nthrow these products out with the trash, and the proper disposal of this paint\ncosts local governments up to half of their household hazardous waste program\nbudgets.<a href=\"https:\/\/mail.google.com\/mail\/u\/0\/#m_-6470219631943132719__ftn1\"><sup>[1]<\/sup><\/a>&nbsp;These\nproducts can be recycled into biofuels. The majority of water based paint can\nbe recycled back into its original form, high quality water based paint, thus\nturning this waste product into a resource, Stirpe noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new law requires paint manufacturers to submit a plan \u2013\nincluding a targeted annual collection rate \u2013 to the state Department of\nEnvironmental Conservation (DEC) by July 1, 2020, detailing how they will\nfacilitate the recycling or reuse of disposed paint. It also allows\nmanufacturers to submit individual plans or work together to create a plan\ncovering several or all producers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further, paint producers are required to raise awareness and\nencourage individuals to take advantage of the program. If a manufacturer does\nnot have a plan in place by the July 2020 deadline, they would be prohibited\nfrom selling paint for home use in the state. This program will greatly benefit\nour communities, both financially and environmentally, and help eliminate a\nsignificant source of pollution, Stirpe noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stirpe has continuously been a strong advocate for\nenvironmental conservation. For the past five years, he has hosted a Canal\nClean Sweep event to bring the community together and clean up debris and\nlitter along the Erie Canal.&nbsp;He also helped pass the historic New York\nState Climate Leadership and Community Protection Act, which sets goals to\nreduce greenhouse gas emissions and invests in clean energy projects (Ch. 106\nof 2019).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/mail.google.com\/mail\/u\/0\/#m_-6470219631943132719__ftnref1\"><sup>[1]<\/sup><\/a>&nbsp;<a href=\"http:\/\/nypsc.org\/paint\" target=\"_blank\" rel=\"noreferrer noopener\">nypsc.org\/paint<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Assemblyman Al Stirpe (D-Cicero) announced that legislation he co-sponsored and helped pass establishing a post-consumer paint collection program was signed into law (Ch. 673 of 2019).
