The event begins with a tour of the National\nAbolition Hall of Fame and Museum and Navy Service stories shared by Corpin, a\ngraduate of the U.S. Naval Academy.<\/p>\n\n\n\n<p>At noon a lunch will be provided followed by Peterboro\nheritage announcements for 2020, songs, the Watch Fire behind the Center, and\nthe reading of the Emancipation Proclamation.<\/p>\n\n\n\n<p>President Abraham Lincoln presented his first draft of his\nEmancipation Proclamation to his Cabinet for critique and revision on July 22,\n1862. Lincoln\u2019s next submission of his Preliminary Emancipation Proclamation\nwas presented again to his Cabinet Sept. 22, 1862, announcing that in 100 days,\nthe federal government would free all enslaved people in the states rebelling\nagainst the Union.<\/p>\n\n\n\n<p>Anticipation was high as to whether Lincoln would, indeed,\nissue the Proclamation in 100 days. People watched through the night of Dec. 31,\n1862, for the issue of the Proclamation. Lincoln did issue his signed final\ndraft Jan. 1, 1863. As a wartime Executive Order, the Emancipation Proclamation\nfreed the slaves in the seceding states. The 13th Amendment to the U.S.\nConstitution, which addressed the abolition of slavery in the United States, was\nproposed Jan. 31, 1865, and ratified Dec. 6, 1865.<\/p>\n\n\n\n<p>In 1864, Lincoln donated his Preliminary Emancipation\nProclamation of Sept. 22, 1862, to the Albany Relief Bazaar to be raffled to\nraise funds for the Union war effort. Gerrit Smith of Peterboro bought 1,000 tickets\nat $1 each, won the document, and donated it back to the Relief Bazaar to raise\nmore money. At that time, the New York state legislature bought the\nProclamation for $1,000 and placed it in the New York State Museum.<\/p>\n\n\n\n<p>The final signed Emancipation Proclamation issued Jan. 1,\n1863, burned in the Chicago Fire Oct. 8, 1871, which made the September 1862 Preliminary\nEmancipation Proclamation the only Proclamation document in Lincoln\u2019s own hand.\nThe facsimile of this treasured document will be on display during the Watch\nNight event.<\/p>\n\n\n\n<p>Peterboro welcomes the public to commemorate Lincoln\u2019s Emancipation Proclamation and Smith\u2019s role in the preservation of the document.
