Klahs, 50, from 4662 State Route 31, Vernon, for\nthird-degree stalking and second-degree aggravated harassment, both\nmisdemeanors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An investigation began in November 2019 after Klahs began to\nengage in an ongoing course of conduct toward the state police at Troop D\nHeadquarters in Oneida; this included contacting the communications emergency\nline more than 100 times with no legitimate complaint or purpose, bringing\nunsolicited items to the lobby and using vulgar language and gestures toward\nemployees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, Klahs has been targeting a particular trooper\nby trying to inquire about personal information, such as his home address and\nmaking verbal utterances insinuating retaliation and bodily harm as a result of\na previous encounter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Dec. 30, 2019, Klahs was observed in the vicinity of\nTroop D Headquarters including that of the physical parking lot and businesses\nadjacent to the property for more than seven hours observing the building\nutilizing a pair of binoculars. Based on his ongoing conduct, the State Police\nSpecial Operations Response Team was contacted and took Klahs into custody without\nincident in a parking lot near the Troop D Headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Klahs was arraigned in the city of Oneida Court and\nreleased.
