(File photo)<\/figcaption><\/figure><\/div>\n\n\n\n<p>\u201cAfter the flooding that occurred in 2013 and the deadly\ntornado that hit Smithfield in July 2014, it was evident that Madison County\nneeded to be better prepared to respond to emergencies,\u201d Degear said. \u201cI am\ngrateful for all of the work that Ted and his team have done to bolster our\ncounty&#8217;s emergency preparedness, response and recovery capabilities. I am\nhonored to be chosen to continue leading this effort into the future and to\nserve the people of Madison County.\u201d<\/p>\n\n\n\n<p>Halpin was hired in April 2015 to lead the newly formed\ndepartment. County officials say he built the department from the ground up,\nhiring experts in emergency management training, emergency medical services, firefighting\nand fire coordination to support local municipalities and agencies. The department\nassists with response and focuses on mitigation, training and citizen\npreparedness. Through Halpin\u2019s leadership, the department became one of six\nstate-accredited programs.<\/p>\n\n\n\n<p>Halpin was passionate about providing free smoke detectors\nfor residents of Madison County; he secured grant funds to pay for them and\nlater for carbon monoxide detectors.<\/p>\n\n\n\n<p>Degear began work Jan. 10 after resigning as supervisor Jan.\n9; he was unanimously chosen as OEM by the Board of Supervisors to become director.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Madison County welcomes Daniel S.
