Mills announced today.<\/p>\n<p>Administrator Mills made the loans available in response to a letter from Gov. Andrew M. Cuomo on\u00a0July 25, requesting a disaster declaration by the SBA.\u00a0 The declaration covers Herkimer, Madison, Montgomery and Oneida counties and the adjacent counties of Chenango, Cortland, Fulton, Hamilton, Lewis, Onondaga, Oswego, Otsego, Saint Lawrence, Saratoga, Schenectady and Schoharie in New York.<\/p>\n<p>\u201cThe SBA is strongly committed to providing the people of New York with the most effective and customer-focused response possible to assist homeowners, renters, and businesses of all sizes with federal disaster loans,\u201d said Administrator Mills.\u00a0 \u201cGetting businesses and communities up and running after a disaster is our highest priority at SBA.\u201d<\/p>\n<p>\u201cLoans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate.\u00a0\u00a0 Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property,\u201d said Frank Skaggs, director of SBA\u2019s Field Operations Center East in Atlanta.\u00a0 SBA\u2019s customer service representatives are available at the Disaster Loan Outreach Centers to answer questions about the disaster loan to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets,\u201d said Bernard Paprocki, SBA\u2019s Syracuse district director.<\/p>\n<p>Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA, to make improvements that help prevent the risk of future property damage caused by a similar disaster.<\/p>\n<p>For small businesses, small agricultural cooperatives, small aquaculture businesses and most private non-profit organizations of all sizes, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster.\u00a0 EIDL assistance is available regardless of whether the business suffered any physical property damage.<\/p>\n<p>Interest rates are as low as 1.875 percent for homeowners and renters, 2.875 percent for\u00a0non-profit organizations and 4 percent for businesses with terms up to 30 years.\u00a0 Loan amounts and terms are set by the SBA and are based on each applicant\u2019s financial condition.<\/p>\n<p>Applicants may apply online using the Electronic Loan Application (ELA) via SBA\u2019s secure website at <a href=\"http:\/\/https:\/\/disasterloan.sba.gov\/ela.\" target=\"_blank\">https:\/\/disasterloan.sba.gov\/ela.<\/a><\/p>\n<p>Individuals and businesses unable to visit one of the centers may also obtain information and loan applications by calling the SBA\u2019s Customer Service Center at 1-800-659-2955 (1-800-877-8339 for the deaf and hard-of-hearing), or by emailing disastercustomerservice@sba.gov. Loan applications can also be downloaded at <a href=\"http:\/\/www.sba.gov\/disaster\" target=\"_blank\">www.sba.gov\/disaster<\/a>.
