He is to appear in court Nov. 8.<\/p>\n<p>Wayne Alexander Jr., 33, of Stoddard Street, Oneida was charged Oct. 27 with second-degree Harassment. He was arraigned and committed to Madison County Jail in lieu of bail set at $350 cash or $500 bond to appear Nov. 1.<\/p>\n<p>Carl R. Goodson, 21, of N. Main Street, Oneida was charged Oct. 28 \u00a0with second-degree Aggravated Unlicensed Operation. He is to appear Nov. 9.<\/p>\n<p>Geoffrey J. Kaulback, 23, of East 2<sup>nd<\/sup> Street, Oneida Castle and Jessica L. Cotton, 26, of East 2<sup>nd<\/sup> Street, Oneida Castle were charged Oct. 24 with fourth-degree Grand Larceny,\u00a0a class E Felony. They were charged following an investigation into the alleged theft of merchandise from Wal Mart valued over $1,500.
