The massive Draft Environmental Impact Statement represents the \u201cTier 1\u201d stage of the long-term project. It analyzes a potential state-wide high-speed corridor running from Pennsylvania Station in New York City up the east bank of the Hudson to Albany and then west via Syracuse to Buffalo and Niagara Falls.<\/p>\n<p>While the N.Y.C.-Albany line would run alongside existing passenger-train tracks, the study offers two alternative routes from Albany to Buffalo. One plan would have the high-speed rail using the existing Amtrak\/freight line in the Mohawk Valley. This line runs through Utica, Rome, Oneida and Syracuse. An alternative route would run south of this via Schenectady.<\/p>\n<p>Taibe, a well-known speaker at the OPL and other venues, is the author of \u201cA Ride through the Countryside: On the Syracuse and Chenango Valley Railroad,\u201d \u201cRemembering the New York, Ontario and Western Railway,\u201d \u201cRails along the Oriskany\u201d and other works about Central New York railroads. His most recent book is \u201cThe Oneida Railway Company: From Horsecars to Interurbans,\u201d which is available in CD form only.<\/p>\n<p>The DOT\u2019s Draft Environmental Impact Statement will be available in hardcopy at Oneida Library. It is also online at <a href=\"http:\/\/www. dot.ny.gov\/empire-corridor\" target=\"_blank\">www.\u00a0dot.ny.gov\/empire-corridor<\/a>. The public comment period ends\u00a0March 24.
