This year&#8217;s honoree is Herkimer County Clerk Sylvia Rowan.<\/p>\n<p>Last year&#8217;s honoree, John Scarano, executive director of the Herkimer County Chamber of Commerce,\u00a0is returning as this year&#8217;s Roastmaster.
