This amount (Phase 32) is an increase of $5,822 from the 2013-2014 (Phase 31) grant. Herkimer County received $7,391 from a State Set Aside portion of the EFS funding for 2013-2014 (Phase 31) but has not been notified of any funding for 2014-2015 (Phase 32).<\/p>\n<p>The allocations are determined by a National Board that is chaired by the U.S. Department of Homeland Security\u2019s Federal Emergency Management Agency (FEMA) and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the U.S.A.; The Salvation Army; United Jewish Communities and United Way of America. The Local Boards are charged with distributing funds appropriated by Congress to help expand the capacity of food, shelter and utility assistance programs in high need areas around the country. The amounts awarded are related to the unemployment rate per county.<br \/>\nUnited Way of the Valley and Greater Utica Area is currently accepting applications.<\/p>\n<p>In order to be considered, applying organizations must:<br \/>\n* Be a non-profit or governmental agency in Oneida County with FEIN registration<br \/>\n* Practice non-discrimination<br \/>\n* Have an accounting system and conduct an annual audit<br \/>\n* Demonstrate the capability to deliver an emergency food, utilities and\/or shelter program<br \/>\n* Have a voluntary board, if you\u2019re a private voluntary organization<br \/>\n* Have or apply for a DUNS number<br \/>\n* Must not be debarred or suspended from receiving federal funds<br \/>\nFunding applications must be submitted no later than noon on Monday, March, 16, 2015 to Sophie Jouben, Operations Specialist by one of the following methods:<br \/>\nVia Mail: United Way of the Valley &amp; Greater Utica Area<br \/>\nAttn: Sophie Jouben<br \/>\n201 Lafayette Street, Suite 201<br \/>\nUtica, NY 13502<br \/>\nVia Fax: (315) 733-4105<br \/>\nVia E-mail: sophie.jouben@unitedwayvgu.org<br \/>\nA local, volunteer board from Oneida County is responsible for recommending the agencies to receive the funds under this phase of the program.
