Kirk, 38, of Main Street, Oneida was charged May 20 with a Willful Violation of The Public Health Law for allegedly possessing synthetic drugs.<\/p>\n<p>Vincent J. Salamone, 18, of Seeber Road, Canastota was issued an appearance ticket May 20 for Unlawful Possession of Marijuana.<\/p>\n<p>Michael R.
