Zhinin, 32, of Bridgeport was found to be intoxicated. \u00a0He was transported and processed at SP Tarrytown where his blood alcohol content was determined to be 0.14 percent.<\/p>\n<p>Zhinin was subsequently charged with: Driving While Intoxicated; an Unclassified Misdemeanor.<\/p>\n<p>He was turned over to a sober third party and released on an appearance ticket returnable to the City of White Plains Court on Feb. 4 at 9 a.m.<\/p>\n<p>The Trooper and driver of the Volvo were uninjured.<\/p>\n<p><strong>Oneida Police Blotter<\/strong><\/p>\n<p><a href=\"http:\/\/madisoncountycourier.com\/wp-content\/uploads\/2013\/01\/Oneida-police-patch.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-41519\" src=\"http:\/\/madisoncountycourier.com\/wp-content\/uploads\/2013\/01\/Oneida-police-patch.jpg\" alt=\"Oneida police patch\" width=\"226\" height=\"238\" srcset=\"https:\/\/madisoncountycourier.com\/wp-content\/uploads\/2013\/01\/Oneida-police-patch.jpg 226w, https:\/\/madisoncountycourier.com\/wp-content\/uploads\/2013\/01\/Oneida-police-patch-142x150.jpg 142w\" sizes=\"auto, (max-width: 226px) 100vw, 226px\" \/><\/a>(Oneida, NY \u2013 Jan. 18, 2016) Kristofer K. Owens, 32, of Carden Circle, Wampsville was charged Jan. 14 with fourth-degree Criminal Mischief in the 4th degree, Criminal Obstruction of Breathing, second-degree Criminal Trespass and second-degree Harassment. Owens is alleged to have damaged a window screen and then entered an apartment of a 26 year old female without permission and obstruct her breathing by putting his hand around her neck and throat and applying pressure and to have struck her in the face.<\/p>\n<p>Vickie E. Parmeter, 46, of Mayberry Road, Rome was arrested Jan. 15 on a Bench Warrant for allegedly failing to appear in court on a second-degree Menacing charge.<\/p>\n<p>Nicholas A. Torres, 26, of Devaul Road, Kirkville was arrested Jan. 15 on a charge of Petit Larceny.
