Barcume, 40, of 535 Cleveland Ave., Oneida, was\u00a0arrested for grand larceny in the fourth degree. He was released on an appearance\u00a0ticket to appear in Oneida City Court at a later date.<\/p>\n<p>On October 5, 2016, Kaitlyn M. Looman, 22, 122 Madison St., apt. 2, Oneida, was\u00a0charged with disorderly conduct. She was released on an appearance ticket to appear\u00a0in city court at a later date.<\/p>\n<p>On October 5, 2016, Anthony E. Winchell, 23, 3904 Willowvale Rd., Morrisville, was\u00a0arrested for criminal possession of a controlled substance in the seventh degree, petit\u00a0larceny and falsifying business records.
