Garcia, age 50, from Phoenix, Arizona for Criminal Possession of a Weapon 3rd\u00a0degree (loaded firearm), (2) counts of Criminal Possession of a Weapon 4th degree, Falsifying Business Records 2nd\u00a0degree, False Log Book and other VTL violations.<\/p>\n<p>On September 28, 2017, at approximately 9 am, Trooper Terry M. Duerr of the Troop D Traffic Incident Management Unit (TIM), observed a tractor-trailer southbound on I-81 with the driver operating the vehicle with headphones in both ears and no HUT (Highway use Tax) sticker displayed.\u00a0 While conducting a commercial vehicle inspection, the driver, identified as Juan C. Garcia, age 50 from Phoenix, Arizona, presented a log book which indicated that he had been \u201cOff-Duty\u201d for the past 5 days in Queens, NY. Trooper Duerr checked the driver through the Federal Motor Carrier Safety Administration Commercial Driver\u2019s License inquiry where it showed the driver was stopped and inspected on 09\/26\/17 in Tennessee, contrary to what his log book showed.\u00a0 Trooper Duerr placed the driver out of service and took him into custody pending arraignment on the misdemeanor charge of False Log Book.<\/p>\n<p>During an inventory search of the tractor, Troopers discovered a loaded Smith and Wesson semi-automatic handgun, a switchblade knife and a stun gun. Garcia was arraigned in Town of Tully Court and was remanded to the Onondaga County Justice Center in lieu of $2,500 cash\/$5,000 bond.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>State Police arrested\u00a0Juan C.
