Rinauto, 26, 126 Williams St., Oneida, was charged with third-degree aggravated unlicensed operation of a motor vehicle and operating without insurance.<\/li>\n<li>Christopher A. Neal, 37, 175 Madison St., Oneida, was charged with no inspection, operating with a suspended registration and third-degree aggravated unlicensed operation of a motor vehicle.<\/li>\n<li>Amanda L. Hopkins, 28, 222 N. Main St., Oneida, was arrested on a bench warrant alleging that she failed to appear on an original charge of petit larceny and a second bench warrant alleging that she failed to appear on a charge of endangering the welfare of a child. She was arraigned in Oneida City Court and released on her own recognizance.<\/li>\n<li>Sherina D. Philo, 33, 6986 S.
