Councilman, 40, of Sioux Falls, S.D. for second-degree reckless endangerment, a class A misdemeanor.<\/div>\n<div><\/div>\n<div class=\"contentArtDisplay\">On Aug. 22, 2018, at approximately 8:50 a.m., troopers responded to a suspicious person operating a vehicle recklessly in the Pink Parking Lot at the New York State Fair.<\/div>\n<div><\/div>\n<div class=\"contentArtDisplay\">When troopers arrived, they located a red Dodge pickup truck occupied by Councilman, who was directed numerous times to exit the vehicle but he refused to comply.
