Phillips\u00a0of New Woodstock for third-degree rape, a class E felony.<\/p>\n\n\n\n<p>This investigation was initiated when the parents of a 15-year-old juvenile in the town of Clay contacted troopers regarding suspicions that their daughter had met an adult online and was involved in an intimate relationship with Phillips.<\/p>\n\n\n\n<p>Phillip was charged with having sexual intercourse with a female less than 17 years old.
