Assemblyman Brian Miller (R,I,C,Ref-New Hartford) joined\ncolleagues from the Assembly Minority Conference\u2019s Task Force on Critical\nInfrastructure and Transportation to announce a comprehensive list of\nrecommendations to improve upstate New York\u2019s infrastructure and\ntransportation. The lawmakers hope the recommendations will be included as part\nof this year\u2019s state budget.<\/p>\n\n\n\n

\u201cRight now our state aid for roads, bridges and sewers is\nbarely enough to manage the decline,\u201d said Miller. \u201cIt is impossible to make\nthe substantial capital improvements we need upstate without a long-term vision\nand a real financial investment. We have seen the governor make this investment\ndownstate on new bridges, airports and train stations. We need a matching\ninvestment upstate, and we need it now.\u201d<\/p>\n\n\n\n

Miller said the plan\u2019s highlights include an annual increase\nof $100 million for at least the next five years to the state\u2019s Consolidated\nLocal Street and Highway Improvement Program, strengthening PAVE-NY, Extreme\nWinter Recovery and BRIDGE NY, expanding the Clean Water Investment Act, and\ncreating a new program to offer funding to support local governments\u2019 efforts\nto improve infrastructure for drinking, storm and sewer water. Funding for\nthese programs would largely come from the revenue raised by the state\u2019s\nexisting gasoline taxes and transportation-related fees, which are currently\nprimarily used to pay off state debt, Miller said. The task force\u2019s report also\nincludes calls for the state Department of Transportation to create a 10-year capital\nimprovement plan and to provide reports on the condition of infrastructure\nthroughout the state.
