I voted for Tom, and I\u2019m a\nconstituent.<\/p>\n\n\n\n<p>At least I think I am.<\/p>\n\n\n\n<p>Tom took office in January of 2018. His record of attendance\nand participation is curious, and it\u2019s not clear if he resides in the city of\nOneida, or New York state, for that matter. In 2018 Tom \u201cattended\u201d nine\nmeetings via teleconference, i.e., Skype or some other electronic means. In\n2019 he \u201cattended\u201d a committee meeting on Jan. 3 in the same manner.<\/p>\n\n\n\n<p>In his 12-month tenure on the Madison County Board of\nSupervisors, he\u2019s attended about one third of meetings in person, missed about\none third of the meetings and \u201cattended\u201d the remainder by remote electronic\nmeans; no other member of the Board of Supervisors participated via\nteleconference during the same period.<\/p>\n\n\n\n<p>The state Open Meetings Law permits attending and\nparticipating in meetings by board members remotely by teleconferencing. Although\nthe same law seems to require board minutes to indicate from what remote\nlocation the member was participating, Madison County board minutes do not.<\/p>\n\n\n\n<p>So, where\u2019s Tom?<\/p>\n\n\n\n<p>The Florida Division of Corporations shows an Edward Boylan\nand Associates corporation with a registered agent named Thomas Boylan in West\nPalm Beach, Florida, and a mailing address at a post office box in Wampsville.<\/p>\n\n\n\n<p>Maybe it\u2019s just a coincidence, right?<\/p>\n\n\n\n<p>As I said, I voted for Tom and expected he\u2019d be in Oneida to\nrepresent me, so I\u2019m a little disappointed if he moved to Florida, especially\nsince he didn\u2019t take me with him.<\/p>\n\n\n\n<p>Enjoy the Sunshine State!<\/p>\n\n\n\n<p><em>Michael J.
