Pitcher, Jr., 42, of Mexico, on one count each of second-degree course of sexual conduct against a child), second-degree rape, both class D felonies; and endangering the welfare of a child, a class A misdemeanor.<\/p>\n\n\n\n<p>Pitcher is accused of subjecting a female less than 14 years\nold to sexual intercourse and sexual abuse from 2012 through December 2014 in\nthe city of Fulton.&nbsp;He was arraigned in Scriba Town Court and remanded to\nthe Oswego County Public Safety Building on $10,000 cash bail or $20,000 bail bond.<\/p>\n\n\n\n<p>The state police were assisted in this investigation by\nOswego County Child Protective Services and the Oswego County Child Advocacy\nCenter.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On Feb. 18, 2019, state police arrested\u00a0James E.
