(Wampsville, NY – Aug. 2014) With the semi-retirement of Board of Supervisors Clerk and Purchasing Agent Cindy Urtz, Madison County recently welcomed new purchasing agent Nicole Farino. Farino, who comes to Madison County from the Syracuse City School District, has already signed the county on to several cooperative bidding services and is writing and revising policies.

“I am a well-organized manager with extensive experience in purchasing, logistics, customer service and personnel development,” Farino said. “I am skilled in developing and implementing procurement standards to comply with federal, state and local regulations.”

While at SCSD, Farino managed due diligence requirements and governmental contract use for several departments and buildings; handled bid and RFP review, vendor selection and suggest contract award, defined bid, RFP and item criteria, completed initial planning and cost estimates, and review projected funds to be secured; coordinated and obtained all federal, state, and local regulatory contract-use information and procurement of materials; interfaced with county and city Purchasing and Department of Finance, county and city and school district operations, finance, and legal departments to meet state and local requirements; created positive relationship with internal and external customers and vendors, as well as the community and governmental leaders; process purchase orders totaling in excess of $100 million to obtain necessary goods and services.

“We are looking forward to utilizing Nicole’s experience and expertise to streamline county purchasing and save taxpayer dollars,” said County Administrator Mark Scimone.

Farino’s other experience includes review of vendor invoices prior to payment to ensure compliance with terms and conditions of contracts, reviewing and maintaining inventory totaling in excess of $1 million in products to supply 30 buildings throughout the district and serving as lead procurement liaison during the district’s PeopleSoft migration and implementation process.

She said she looks forward to utilizing her prior background and experience in helping Madison County achieve its goal of reducing costs by consolidating purchasing functions.
