State police seek public assistance with identifying an individual in surveillance photo

State Police in Watertown are investigating a larceny that occurred on Oct. 4, 2019, at Wal-Mart, State Route 11, LeRay.

On Oct. 4, the complainant reported that she used self-checkout and upon paying for her merchandise she requested $20 back in cash. The complainant accidentally left the cash in the machine and the customer behind her retrieved it and made no attempt to turn it into a Wal-Mart employee.

If anyone can identify the individual in the security photo, they are asked to contact state police at 315.366.6000. All information will be kept confidential.

Utica man and two juveniles charged after armed home invasion investigation in Oneida County

State police in Marcy arrested Carlos F. Rojas, 20, of Utica, on charges of second-degree burglary, a class C felony; two counts of second-degree assault, a class D felony; fourth-degree criminal possession of a weapon, a class A misdemeanor; and endangering the welfare of a child, a class A misdemeanor.

Rojas and two juveniles are accused of unlawfully entering a residential garage in the town of Westmoreland on Oct. 14, 2019, and assaulting a 21-year-old and a 23-year-old male with a gun and glass bottle. Both victims were transported to the hospital, treated and released.

A 17-year-old female was arrested and charged with second-degree burglary, a class C felony; she was arraigned in Oneida County Family Court and released.

A 15-year-old male was arrested and charged with second-degree burglary, a class C felony; second-degree assault, a class D felony; and fourth-degree criminal possession of a weapon, a class A misdemeanor. He was arraigned in Oneida County Family Court and released.

Names of both juvenile arrestees are not being released due to their age.

Couple arrested on drug charges following traffic stop in Oneida County

On Oct. 21, 2019, state police in Herkimer stopped a 2013 Hyundai on State Route 5 in Schuyler. The operator, Tiffany S. McConn, 38, of Sauquoit, was found to be in possession of one clear bag containing about 3.5 grams of cocaine. She was charged with fourth-degree criminal possession of a controlled substance, a class C felony.

A passenger in the vehicle, Andrew W. Thornton, 37, of Utica, was allegedly in possession of a scale containing cocaine residue; he was charged with seventh-degree criminal possession of controlled substance, a class A misdemeanor.

McConn and Thornton were transported to Schuyler Town Court for arraignment and were released. They are scheduled to appear in Schuyler Town Court at 2 p.m. Nov. 18, 2019.

UPDATE: Vehicle strikes Amish buggy in town of Mexico

On Oct. 23, 2019, Anna J. Miller succumbed to injuries she sustained in the crash.

The investigation continues.


State police in Pulaski are investigating a vehicle/Amish buggy crash that occurred on State Route 3 in the town of Mexico, Oswego County.

On Oct. 17, 2019, at approximately 4:30 p.m., a 2018 Ford Fusion, operated by William E. Twombly, 40, of Carthage, was northbound on State Route 3 in the town of Mexico and failed to observe a horse-drawn Amish buggy, also northbound on State Route 3. Twombly struck the buggy from behind, causing occupants Anna J. Miller and Andy A. Miller to be ejected. Twombly’s vehicle then struck a large rock retaining wall and a National Grid utility pole before coming to rest.

  • Anna J. Miller, 44, of Pulaski, sustained a severe head injury and was transported to SUNY Upstate Medical University in Syracuse and was listed in critical condition. 
  • Andy A. Miller, 44, of Pulaski, was transported to SUNY Upstate Medical University with back injuries.
  • Twombly was transported as a precaution to SUNY Upstate Medical University.

Two horses were also severely injured and were euthanized per the owner’s request.

The investigation continues.

15-year-old Baldwinsville teen arrested on attempted burglary charges

On Oct. 25, 2019, at approximately 10:17 a.m. state police responded to a report of a prowler outside a residence on Van Buren Road in the town of Van Buren. A neighbor reported seeing a male juvenile peering into the windows of the home. Upon the trooper’s arrival, he observed a male standing near one of the windows. The male suspect then fled into the wooded area behind the home and a short distance from Baldwinsville’s Ray Middle School.

The superintendent of the Baldwinsville School District placed all of the schools in a district-wide lockout due to the search. A state police bloodhound unit responded to the area and assisted with the search. Trooper Kevin Conners with bloodhound Schini, located the suspect, later identified as a 15-year-old male, and placed him in custody without incident.

During the investigation, Investigators found a tool still wedged into a window frame at the house the suspect was seen peering into.

The 15-year-old was charged with second-degree attempted burglary, a class C felony; and possession of burglar tools, a class A misdemeanor. He was issued a Family Court appearance ticket and released to family.

Driver charged with DWI after a rollover crash on Interstate 81 in Oswego County

On Oct. 27, 2019, at 3:39 p.m., State Police responded to I-81 north, two miles north of Exit 33 in the town of Parish, for a one-vehicle rollover.

Investigation revealed 23-year-old Kody A. Koehler of Pulaski was northbound on I-81 in a 1997 Toyota Corolla when he lost control and exited the west side shoulder of the roadway, striking a guide rail and overturning.

Koehler was uninjured and subsequently arrested for DWI with a blood alcohol of .14 percent.

Koehler was issued an appearance ticket and is scheduled to appear in Parish Town Court at 7:30 Nov. 5, 2019.

State police were assisted at the scene by the Parish Fire Department.
