UPDATE: State police seek public assistance with identifying the driver of a vehicle involved in a road rage incident

State police arrested Sean J. McGuigan, 52, of Rome, for third-degree criminal possession of a weapon (D felony), second-degree menacing (A misdemeanor) and reckless driving (unclassified misdemeanor).

Troopers would like to thank the public for their assistance in identifying the driver.

ORIGINAL: State police in Marcy is investigating a reported road rage incident that occurred Nov. 26, 2019, on State Route 49 in Rome near the Griffiss Air Force Base exit. The complainant reported that a vehicle attempted to run her off the road for no apparent reason then began throwing items out the window before stopping on the Griffiss exit ramp and exiting his vehicle to throw what is believed to be an ax at her driver’s side window before the complainant fled the scene out of fear for her life.

Troopers are attempting to identify the vehicle in the photo. The driver is described as a white heavyset male with a bushy mustache and dark-colored hair.

Herkimer County man taken into custody after hours-long standoff in town of Russia

State police arrested Mathew E. Bienick, 42, of 5111 Military Road, Poland, for third-degree criminal possession of a weapon (D felony), second-degree menacing (A misdemeanor), second-degree reckless endangerment (A misdemeanor), second-degree unlawful imprisonment (A misdemeanor) and second-degree harassment (violation).

On Dec. 8, 2019, at approximately 6: 20 p.m., state police in Herkimer responded to a 911 hang-up at 5111 Military Road in the town of Russia. When troopers arrived, they met with a 36-year-old female who stated Bienick threatened to kill her and himself. The victim said Bienick punched her in the nose during an argument. She then reported another domestic incident that occurred a few weeks prior, when Bienick grabbed a rifle from a closet and put it in her mouth. She said Bienick did fire the gun inside a bedroom to get her attention.

Bienick refused to speak with troopers and barricaded himself inside his residence. State police crisis negotiators and members of the Special Operations Response Team were requested and responded to the scene.

On Dec. 10, 2019, at approximately midnight, Bienick surrendered himself to troopers and was taken into custody without incident. He was arraigned in the town of German Flatts Court and remanded to the Herkimer County Jail on $15,000 cash bail and is scheduled to return to German Flatts Town Court Dec. 17 at 3 p.m.

Pennsylvania man arrested as a fugitive from justice after crash in Lysander

State police arrested Kenneth L. Rice, Jr., 41, of Scranton, Pa., as a fugitive from justice.

At approximately 8 a.m., a DOCCS Parole Officer attempted to pull over a 2009 GMC SUV and the operator refused to comply. The vehicle then drove onto County Line Road and down a privately owned driveway. The driver attempted to drive across a wooden snowmobile bridge when he lost control and drove off the bridge and landed in the creek below. The operator, Rice, and a 38-year-old female were evaluated by EMS and declined any medical treatment.

Rice was found to be wanted on a felony warrant issued from the state of Pennsylvania. Agents contacted state police, who arrested Rice without incident as a fugitive from justice. Rice was arraigned and is remanded to the Oswego County Jail to await extradition to Pennsylvania.

North Syracuse man arrested following a physical domestic incident in Jefferson County

State police in Watertown arrested Joshua M. Connelly, 35, from North Syracuse, for the following charges:

  • Second-degree kidnapping, a class B felony
  • Third-degree criminal possession of a weapon, class D felony
  • Third-degree grand larceny, class D felony
  • First-degree criminal contempt, class E felony
  • Second-degree menacing, class A misdemeanor
  • Criminal obstruction of breathing, class A misdemeanor
  • Second-degree harassment, a violation

On Dec. 13, 2019, Connelly was arrested after being in a physical domestic incident with a 29-year-old female acquaintance while he was visiting her place of employment in the town of Pamelia. Connelly is accused of throwing the victim against the wall, holding her to the ground and kneeling on top of her. He then threatened to kill the victim with a knife.

During the physical altercation, the victim was choked by Connelly and forced to lock all of the doors at the business. The victim was then forced by Connelly to remove the security camera surveillance hard drive from a backroom in an attempt to conceal the crime. Connelly then forced the victim into her vehicle and drive to a Sunoco gas station in the town of Pamelia where she was able to escape the vehicle and run inside the store where she called 911.

Connelly was arraigned in the town of Champion Court and remanded to the Jefferson County Public Safety Building on $10,000 cash bail/ $20,000 bond. He is scheduled to appear in the Pamelia Town Court Dec. 19, 2019, at 7 p.m.

Carthage man arrested on rape charges

On Dec. 13, 2019, state police in Carthage arrested Eric J. Woods, 37, of Carthage, on charges of first-degree rape, a class B felony; second-degree criminal sex act, a class D felony and endangering the welfare of a child, a class A misdemeanor.

Woods is charged with having sexual contact with a female under age 17, for the last six years. He was arraigned in Carthage Village Court and remanded to Lewis County Jail on $10,000 cash bail/ $20,000 bond.

State police seek public assistance with identifying an individual in surveillance photos

State police in LaFayette are investigating a grand larceny that occurred Dec. 13, 2019. The individual in the surveillance photos is wanted for fraudulently using a credit card at six retail businesses in the Syracuse area, with purchases totaling $1,177.29.

Anyone who can identify the individual in the store security photos is asked to contact state police at 315.366.6000.

Troopers investigate early morning crash in Lysander

State police in Lysander are investigating a one-car crash that occurred on Oswego Road in the town of Lysander.

At approximately 6 a.m., a 2016 Hyundai, operated by Dmitri D. Scott, 41, of Syracuse, was southbound on Oswego Road when he lost control due to unsafe speed on the snow-covered roadway. The vehicle traveled off the eastbound shoulder of the roadway, struck a utility pole and came to rest in a ditch.

Scott was transported Scott to St. Joes Hospital for evaluation.

Man arrested for felony DWI on the Thruway in Sullivan

On Nov. 16, 2019, at approximately 9:15 p.m., state police stopped a vehicle on I-90 in the town of Sullivan. The driver of the vehicle, Eugene F. Neal, II, 31, of Rochester, was found to be intoxicated and had a suspended license. Neal was taken into custody, transported and processed at SP Tarrytown where his blood alcohol content was determined to be .09 percent.

Additionally, Neal has a prior DWI conviction within the last 10 years and, as a result, he was charged with driving while intoxicated and first-degree aggravated unlicensed operation, both class E felonies.

Neal was arraigned in Lenox Town Court and remanded to the Madison County Jail in lieu of $500 cash bail or $1,000 bond. He is scheduled to return to Sullivan Town Court Nov. 19, 2019, at 1 p.m.
