SRBC Held Business Meeting in Cooperstown

The Susquehanna River Basin Commission Thursday, Sept. 8, 2016, held its quarterly business meeting in  Cooperstown. Among its actions, SRBC:

• rescinded its Information Technology Services Fee Policy;
• authorized publication of proposed rulemaking to clarify application requirements and standards for review of projects, amend the rules dealing with the mitigation of consumptive uses, add a subpart to provide for registration of grandfathered projects, and revise requirements dealing with hearings and enforcement actions; public hearings and comment period will be scheduled to solicit input from interested members of the public;
• extended the term of an emergency certificate with Furman Foods, Inc. toNov. 30, 2016;
• granted Montage Mountain Resorts, LP, a continuance of the Show Cause proceeding to the Dec. 2016 Commission meeting; and
• approved 26 applications, several of which included reduced withdrawal rates, and tabled 8 applications (see lists below).

SRBC’s voting commissioners and alternates were:  Ben Grumbles, SRBC Chair and Secretary, Maryland Department of the Environment; Brig. Gen. William Graham, SRBC Vice Chair, Commander and Division Engineer, North Atlantic Division, U.S. Army Corps of Engineers; James Tierney, Deputy Commissioner of Water Resources, New York State Department of Environmental Conservation; and Kelly Heffner, Special Deputy Secretary for Water Resources Planning, Pennsylvania Department of Environmental Protection.

SRBC staff also reported on delegated settlements with the following project sponsors, pursuant to SRBC Resolution No. 2014-15:

• Lackawanna Energy Center, in the amount of $2,000; and
• Troy Borough Municipal Authority, in the amount of $5,000.
