State Police arrested James E. Lester, 39, of 1310 Bleecker St., Utica, for DWAI-Drugs, an unclassified misdemeanor.
On Dec. 1, 2016, Lester was operating a 2008 Nissan Sentra on Bleecker Street near First Street in the City of Utica. During the traffic stop, Lester appeared to under the influence of alcohol or drugs and had was evaluated by a drug recognition expert.
The DRE determined that Lester was impaired by drugs. He was issued an appearance ticket and is scheduled to appear in City of Utica court Dec. 13, 2016, at 9 a.m.
Lester was taken to the Oneida County Jail due to an active arrest warrant for violation of parole.
