

Owners of Fulton towing company arrested on insurance fraud charges
State police arrested Amy Stoutenger, 48; and Ralph A. Stoutenger, III, 49, both of Fulton, on charges of second-degree insurance fraud (a class C felony), first-degree offer to file false instrument (a class E felony), fraudulent insurance practices – Workers Compensation Law 114 sub 3 (a class E felony) and offering a false statement – Workers Compensation Law 96 (E-felony).
The arrests are the result of an NYS Insurance Fund* investigation into Shameless Trucking, LLC, and Shameless Towing and Recovery, LLC, from 2014 to 2017.
Ralph and Amy Stoutenger, owners of the company, are accused of not paying approximately $319,013 in Worker Compensation Insurance. The evidence consists of audits conducted by the State Insurance Fund, banking records and multiple employees who were paid in cash or by check during the aforementioned time period.
The Stoutengers were arraigned in Fulton City Court and released on their own recognizance; they are scheduled to return to Fulton City Court at 9 a.m. May 24, 2018.
