Madison County woman arrested on animal cruelty charges

State Police arrested Ciara A. Neil, 35, of Morrisville, on eight counts of New York Agriculture and Markets Law §353: Animal Cruelty, a class A misdemeanor.

On Feb. 14, 2019, troopers charged Neil with failing to provide proper food and water to six chickens and two ducks.
