(Dec. 2013) Assemblyman Sam Roberts (D, WF-Syracuse) announced legislation he authored that reduces the current number of part-time work hours needed by youth to qualify for the NY Youth Works program was signed into law by Governor Cuomo. (Ch.536 of 2013).
“Lowering the hours required under the NY Youth Works Tax Credit Program will motivate businesses to hire at-risk youth and can carry out the program’s true intent, to provide employment and career pathways to at-risk youth in the most effective way, by taking these kids off the streets and putting them to work.” “In addition, we can continue to provide businesses with much-needed tax relief, boosting Central New York’s economy.”
The NY Youth Works program gives job opportunities to disadvantaged youth by offering tax credits to the businesses that hire them (Ch. 55 of 2011). Currently, in order to qualify for the tax credit, the youth must work at least 20 hours per week. This new amendment lowers that requirement to 10 hours per week, allowing youth to work without sacrificing their education.
Assemblyman Roberts, along with Senator Defransico, who Senate Sponsored the bill, earlier this week sent a letter to Governor Cuomo urging him to sign the bill. The Assemblyman noted that many of those who are participating in the program are high school students and that the 20-hour program requirement is often too much to bear for many students. By reducing the minimum to 10 hours per week for high school students, young people can devote their time and focus to their education while still having the opportunity to gain work experience with local businesses.
“It’s tough for young adults to find work, so it’s really important that we continue improving successful programs like this one,” Assemblyman Roberts said. “By reducing the minimum hours needed to qualify, we can help them to focus on their education, ensuring a bright future for our young people and our community.”
