(Wampsville, NY – Sept. 2014) The Madison County Department of Solid Waste and Sanitation has received numerous inquiries regarding the proper disposal of Asbestos Containing Material (ACM). With the recent storm damage we have suffered this year, many homeowners have had to remodel, renovate or completely demolish and rebuild homes. An asbestos survey is required for all renovation, remodeling, repair and demolition of all interior and exterior building materials.
All building construction and demolition debris (C&D) delivered to the Madison County Landfill for disposal must be accompanied by a laboratory determination with regard to asbestos content, if suspect ACMs are present. It is the responsibility of the building owner, renovation contractor, asbestos abatement contractor, and waste transporter to comply with all applicable federal, state, and local asbestos regulations.
The Madison County Department of Solid Waste and Sanitation has adopted the following policies and procedures with regard to ACM handling and disposal at their facilities.
The Madison County Landfill does not accept friable Asbestos Containing Material for disposal at their facilities. Friable materials are defined as a material that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure, or is capable of being released into the air by hand pressure. Examples of friable asbestos materials include pipe insulation, tank insulation, boiler insulation, wall/ceiling plaster, textured ceiling coatings, gypsum board and joint compound system, etc.
The Madison County Landfill does accept non-friable Asbestos Containing Material waste for disposal at their facilities. Examples of non-friable asbestos materials include: built-up roofing, floor tiles, mastics/glues, roof shingles, asbestos cement board, caulk, roof tar, etc.
Madison County reserves the right to reject improperly classified and unclassified waste materials delivered to their facilities.
