Oneida police patchRandy Jones, 56, W. Elm Street, Oneida was issued a criminal summons May 11 on a charge of second-degree harassment.

Scott W. Duck, 55, Homewood Drive, Clinton, was arrested May 11 on charges of driving while intoxicated and refused pre-screening breath test.

Elmo A. James, Jr., 50, Main Street, Oneida, was arrested May 12 on charges of second-degree obstructing governmental administration, second-degree harassment, resisting arrest and endangering the welfare of a child. James is alleged to have interfered with police investigating a dispute, shoved a police officer, resisted arrest and did so in the presence of a 3-year-old child. He was arraigned and committed to Madison County Jail in lieu of bail set at $1,500 cash or $2,500 bond.
