Oswego County man arrested on animal cruelty charges

State police arrested Anthony M. Scott, 30, of Richland, four counts of New York Agriculture and Markets Law §353 – overdriving, torturing and injuring animals; failure to provide proper sustenance, a class A misdemeanor.

On Feb. 20, 2019, state police responded to 899 County Route 48, Albion, for a report of possible animal abuse. When troopers arrived, along with the Albion animal control officer, they observed three dogs each housed in a small crate covered in their own feces.

Scott stated one of his four dogs (a German shephard) had passed away two days prior and was left in a garbage bag outside the residence. He told troopers that the dog had stopped eating and he was financially unable to take the dog to a veterinarian.

Scott agreed to turn the remaining three dogs over to the custody of the Paws Across the County group.

On March 1, 2019, a local veterinarian from North Country Vet Services released a medical report regarding the deceased German shephard, which stated the dog had no food in its stomach and had perished due to starvation.

On March 3, 2019, Scott was arrested on animal cruelty charges and was issued an appearance ticket. He is scheduled to appear in Albion Town Court April 1, 2019, at 6 p.m.
