Traffic stop leads to arrest for criminal possession of stolen property on the Thruway
On Aug. 23, 2019, at approximately 3 p.m., state police stopped a vehicle on I-90 in Sullivan for a vehicle-and-traffic violation. During the interview of the driver, Anthony M. Monaco, 50, of Manchester, it was determined that there were two active warrants for his arrest out of the Onondaga County Sheriff’s Office and Town of Dewitt Police Department for grand larceny.
While conducting an inventory of the vehicle, approximately $3,059 worth of brand-new sporting goods were located, along with wire cutters and an anti-theft magnetic attachment used to bypass security tags. An investigation revealed the property was stolen from Dick’s Sporting Goods in the Syracuse area.
Monaco was taken into custody, transported and processed at SP Syracuse, where he was charged with third-degree criminal possession of stolen property, a class D felony; possession of burglar tools, a class A misdemeanor; and a vehicle-and-traffic violation.
Monaco was arraigned in Canastota Village Court and remanded to the Madison County Jail in lieu of $20,000 cash bail or $40,000 bond. No return court date was available as of publication time.

State police seek public assistance with identifying two individuals in surveillance photos
State police in Watertown are seeking public assistance with identifying two individuals captured on a store surveillance camera and wanted for questioning regarding a larceny investigation.

Liverpool man hospitalized after rollover crash in the town of Schroeppel
On Aug. 24, 2019, at 2:42 a.m., state police responded to a one-vehicle crash on County Route 57 in Schroeppel.
Preliminary investigation revealed 30-year-old Thomas J. Drinkwine from Liverpool was southbound on Route 57 in a 1999 Buick Regal when he left the roadway. Police say he was texting. The vehicle struck a culvert and became airborne, coming to rest onto its roof. Drinkwine was trapped in the vehicle and was removed by the Phoenix Fire Department.
Drinkwine was transported to SUNY Upstate Medical University by Menter Ambulance with injuries to his leg.
State police were assisted at the scene by members from the Oswego County Sheriff’s Office, Phoenix Fire Department and Phoenix Police Department.
The investigation continues.

State police seek public assistance locating owner of lost money
On July 5, 2019, an undisclosed amount of cash was located on the sidewalk in front of the Stewart’s Shop located on Cold Brook Street in Poland. The money was turned over to state police.
Anyone missing money or knowing of someone missing money is asked to call state police Troop D Headquarters at 315.366.6000.
Appropriate descriptive details will need to be provided to recover the cash.

Syracuse man arrested following a bias-related incident
On Aug. 24, 2019, at approximately 10:55 p.m., troopers assigned to the New York State Fair observed a male subject, later identified as Nicholas C. Ferlenda, 27, of Syracuse, screaming obscenities and covered in blood. Ferlenda was taken into custody for disorderly conduct and was determined to be the suspect in a bias-related incident that occurred a short time earlier.
Ferlenda is accused of directing anti-LGBTQ slurs at two males while they were walking toward their vehicle that was parked at the Fairgrounds. Ferlenda proceeded to punch one of the males in the face.
When the victims entered their vehicle and attempted to exit the parking lot, Ferlenda punched the driver’s side window, causing it to smash.
Ferlenda sustained lacerations to his right arm and hand and was treated at the scene.
He was charged with fourth-degree criminal mischief, an E felony; and second-degree aggravated harassment, an A misdemeanor in connection with the bias-related crime.
He was transported to the Onondaga County Justice Center to await centralized arraignment.

Syracuse man arrested following traffic pursuit from Syracuse to Cortland County
State police arrested Tyshawn M. Allen, 22, of Syracuse, for third-degree criminal possession of stolen property, a D felony; unlawful fleeing a police officer in a motor vehicle, an A misdemeanor; reckless driving, an unclassified misdemeanor; and speeding.
On Aug. 25, 2019, at approximately 10 p.m., troopers assigned to the New York State Fair were traveling on Hiawatha Boulevard when they attempted to stop a U-Haul box van. Troopers activated their emergency lights, but the operator of the vehicle, later identified as Allen, refused to comply. The vehicle continued to Interstate 81 southbound through Onondaga County and into Cortland County where the Cortland County Sheriff ‘s Office successfully deployed a tire deflation device near Exit 11, disabling the truck and taking the suspect into custody without further incident.
During the pursuit, information was developed that the U-Haul van was reported stolen shortly before the pursuit.
Allen was transported to the Onondaga County Justice Center for centralized arraignment.
State police were assisted by the Onondaga County Sheriff’s Office including AIR 1 and the Cortland County Sheriff’s Office.
