On July 31, 2016, at approximately 11am, State Police responded to 12 Dunlap Road in the Town of Richland for a complaint of two dogs that were left unattended and a foul odor emanating from the residence.
When Troopers arrived, they discovered two small dogs left unattended inside the residence along with dog feces and urine all over the floor.
It appeared no one was currently living in the residence. The owner, Dawn Harrington was interviewed and stated that she and her husband moved out and were unable to take the dogs with them to their new residence.
The Town of Richland Dog Control Officer Elisa Dunn responded to the scene and took both dogs into custody. The dogs were unlicensed and the conditions were determined unlivable.
Dawn M. Harrington, 39; and Frank U. Harrington, age 39, both of Centerville Road in Pulaski, were both charged with Cruelty to Animals, a class “A” misdemeanor. Both subjects were issued appearance tickets returnable to the Town of Richland Court and are scheduled to appear on Aug. 4, 2016, at 7 p.m.
