(Fulton, NY – Feb. 5, 2013) State Police in Fulton are investigating a fatal crash that occurred at approximately 2:41pm Feb. 5 on State Route 3 in the Town of Granby, Oswego County.

The investigation revealed that a 2001 Chevrolet S-10 Blazer, driven by Pedro A. Lugo, age 69, from 107 West 4th Street in Fulton was parked on the eastbound shoulder of ST-3 facing west, in front of an uninvolved disabled vehicle that is parked along the same shoulder facing east.

After assisting the disabled vehicle, Lugo gets back into his vehicle and begins to drive from the eastbound shoulder into the westbound driving lane to proceed west on ST-3. He entered the westbound driving lane directly into the path of a 1999 Mack semi tractor trailer, driven by Gary M. Hall, age 58, from 323 CR-3, Fulton and comes to rest along the westbound shoulder of the roadway several hundred yards west of the collision location.

Lugo was transported to the Oswego Hospital by Menters Ambulance where he was pronounced deceased
