On March 8, 2016, The New York State Police Community Narcotics Enforcement Team (CNET) arrested Sammy M. Rivera, 40, of Court Street, Utica, for second-degree criminal possession of a controlled substance.After a month-long investigation, a search warrant was executed on a Court Street residence where Rivera was found in possession of over five ounces of heroin, a scale, and packaging material; he is to be arraigned before the City of Utica Court.
